About the Role 

The Manager, Network Security Governance is accountable to the Director Infrastructure and Customer Service for the provision of effective governance for several central functions across the South Australian Government data networks. The incumbent will ensure that OCIO’s business strategies are enforced throughout every process / approval / review in accordance with the ‘StateNet Conditions of Connection’ and ‘South Australia Cyber Security Framework (SACSF)’. The role will also provide technical support to OCIO and all SA Government Agencies and ensure that changes to the StateNet environment are in line with SA Government policies.

Key Responsibilities

• Maintaining a strong working relationship with the agency data network personnel and members of the Network Hardware Services Marketplace (NHSM) panel to ensure that all requests to modify the governments data networking environments are in line with best practice and the StateNet Conditions of Connection
• Maintaining a strong working relationship with agency ICT security personnel to ensure that individual agency policy requirements are understood.
• Acting as a central point for ICT Security related change management and ensure that changes made to the StateNet/agency environments do not open the SA Government to any unnecessary security risk/s and/or impact the overall government environment in relation to outages.
• Managing the control of edge connected devices into the SA Governments core network and ensure that changes to the States data networks will not impact the core or agency environments without formal approval and knowledge of an expected impact.
• Managing Third-Party Network Assessments and initial approvals thereof for third parties wanting to connect to StateNet in line with set procedures.
• Actively working with agencies and NHSM panel members to ensure strategic alignment of the network with the State’s current and future directions.
• Safeguarding the appropriate management of agency private IP and public IP addresses within the StateNet centralised IPAM solution.
• Ensuring technical architecture recommendations for the Architecture Review Group (ARG) will facilitate the delivery of improved services whilst not introducing unnecessary risks.
• Capturing and where required escalate project and support issues both internal to OCIO and agency and NHSM panel members.
• Reviewing solutions and/or new technology proposals ensuring compliance with SA Government policies and standards.
• Providing leadership, guidance, and direction to the OCIO Network Security Governance team.

 Key Selection Criteria

• Relevant tertiary qualifications or related experience in an ICT discipline, Certified Information Security Systems Professional and/or Certified Information Security Manager.
• Experience in the implementation of the SA Government Information Security polices including Conditions of Connection and SACSF.
• Comprehensive understanding of future technology trends and of the ICT security threat landscape.
• Significant experience in the implementation and management of governance arrangements, innovative security solutions and controls.
• Demonstrated knowledge of contemporary ICT security practice.
• Proven practical experience in administering Network Security devices including firewalls and threat protection appliances.
• A sound knowledge of professional ICT engineering design and documentation practices and procedures.
• Demonstrated ability to lead a team of technical specialist in a high-performance environment.
