The Manager, Systems and Development, leads a specialist team to manage the development, maintenance, monitoring, review and improvement of the QCS safetymanagement system to mature the safety culture and capability, including organisational change programs.
The role works collaboratively with teams within the Health, Safety and Wellbeing Group, and more broadly across the QCS to provide contemporary Systems and solutions that are fit for purpose.
The Manager, Systems and Development works as a part of the Health, Safety and Wellbeing Group, and in partnership with other areas across the QCS, will develop and implement a contemporary safety management system, that builds capability across the QCS.
In this role, you will:
- Provide effective leadership and direction to a team to operationalise the effective delivery of HSW management systems, consultancy, monitoring and review services across the organisation.
- Lead continuous improvement of QCS's safety management system frameworks, processes, standards, and procedures by recommending and implementing improvements, and managing consultation processes for system changes, in collaboration with other QCS health, safety and compliance roles.
- Develop, deliver and maintain a program of monitoring and oversight to ensure compliance, support good governance and practice.
- Undertake and manage multiple complex and significant HSW projects including statewide initiatives.
- Lead the development, delivery and evaluation of capability development, including communications, to improve health and safety literacy, capacity and behaviours across QCS workplaces.
- Lead the development and implementation of organisational change programs to ensure integration of the QCS safety management system and compliance with all applicable legislation and regulations.
- Contribute to the development, implementation and management of the HSW strategy, framework and governance across the agency, ensuring compliance and facilitating a continuous improvement safety culture.
- Promote an uplift of HSW capability by facilitating opportunities for learning and consideration of future skills required to deliver programs, enabling increased capability and agility across QCS.
- Ensure ongoing employee management and performance conversations, empower employees to improve, to demonstrate ownership and responsibility, to deliver on commitments and conduct themselves in line with QCS values.
- Seek operational feedback and liaise with other QCS HSW and business teams, particularly those within the HSW Group, to identify improvement opportunities and implement effective action plans to realise potential improvements.
- Analyse legislation, audits and relevant organisational data to identify trends and opportunities to improve the safety management system.
- Work collaboratively with other QCS HSW and business teams, particularly those within the HSW Group, to communicate and coach on the implementation and maintenance of the system.
- Manage the QCS WHS reporting solution, data analytics and reporting on WHS performance.
- Contribute to the design and delivery of integrated and coordinated programs, services and solutions.
- Effectively liaise with internal and external clients, stakeholders and other parties to deliver services that meet organisational requirements.
- Actively work in collaboration and consultation with central agencies, regulatory authorities, relevant professional and peak industry bodies, and other external stakeholders to build QCS's and HSW's body of evidence on HSW in correctional settings.
- Lead and/or conduct research into HSW issues to determine applications, feasibility, cost impacts, and broader implications and present appropriate recommendations for various audiences.
- Effectively navigate a complex environment of organisational transformation and performance accountability.
- Prepare high level correspondence including briefing notes, submissions, reports and reviews.
