As of the 1 July 2024, QFES will become the Queensland Fire Department (QFD). The QFD encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
About usAs a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
QFES is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue Service, Rural Fire Service Queensland (RFSQ), and other volunteer groups providing emergency response to Queenslanders.
Purpose of the roleTalent Acquisition Services within the People and Culture Directorate play a critical role in supporting the department’s talent acquisition activities and to operationalise the attraction, selection and recruitment strategy through supporting the effective delivery of modern and contemporary recruitment practices and services that enhance the overall experience from recruitment to retirement, and support an inclusive, diverse and capable pool of talent to meet organisational objectives and fulfil operational requirements.
Reporting to the Director, Strategy and Services, you will be responsible for influencing the design of modern and contemporary practices to support attraction, selection and recruitment processes. You will be required to analyse, design and implement innovative approaches in meeting developing role descriptions, advertising strategies, policy, procedures and supporting documentation for end-to-end recruitment campaigns and programs, whilst ensuring governance, compliance and continuous improvement to meet organisational requirements. You will also develop quality performance evaluation methodologies to assess the performance of talent management outcomes and build workforce capability.
Key requirementsHighly desirable requirements
- Knowledge and/or experience or qualifications in recruitment and/or human resource management or similar discipline.
- Experience or qualifications in business or relevant discipline.
Your part in the ongoing success of our department, in supporting the organisation will see you responsible for a variety of work, including, but not limited to:
- Lead the delivery of innovative attraction, selection and recruitment processes and practices to support service delivery and business strategies that improve all stages of the recruitment and selection experience.
- Lead policy review, analysis and identify potential risk/impact and contribute to the development and implementation of recruitment policies and procedures, with a focus on ensuring current and emerging recruitment issues and trends meet departmental requirements.
- Manage supplier/vendor sourcing initiatives including contracts, negotiations and/or performance reviews, ensuring compliance with financial, procurement and contract management practices and frameworks.
- Manage recruitment activities, including executive recruitment, , state-wide campaigns for operational and non-operational recruitment and contract drafting and maintenance and provide ongoing support to organisation wide transfer at level process.
- Overview case management of complex and sensitive attraction, recruitment and selection issues and processes, and provide expert advice to senior management with awareness of their possible impact on strategic, political or operational outcomes for the department.
- Engage, collaborate and maintain strong working relationships with key internal and external stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
- Prepare, review and provide high-level submissions, briefing notes and other correspondence relating to human resource management issues and processes in accordance with departmental requirements and governance.
- Lead and build capability in the team, and in other teams undertaking recruitment activities through coaching others, providing performance feedback, conflict resolution and encouraging career development.
