About us

Queensland Hydro is a publicly owned entity established by the Queensland Government to design, deliver, operate and maintain long duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system.

The organisation will drive delivery of world-class pumped hydro assets to provide the long-term storage and reliability needed to power Queensland’s clean energy future. The organisation will play a critical role in assisting the Queensland Government to meet its renewable energy targets and net zero emissions by 2050, supporting the shift in the Australian economy to a decarbonised energy system.

The role

This is to lead and direct a functional Major Infrastructure procurement team with the provision of procurement and contract management services, including planning and sourcing of Major Infrastructure partners and goods and services in support of the delivery of the QLD Hydro strategic priorities.

This role will work with directly with Queensland Hydro’s various business units to ensure procurement and contract management activities are compliant with QLD Hydro policies/procedures and meet the obligations under procurement processes.

Key accountabilities in this role include:

  • Provide strategic leadership and advice on end-to-end procurement and contract management processes and practices to ensure fit for purpose goods and services are sourced and delivered efficiently on time and in accordance with sound governance practices.
  • Offer expert procurement and contract management advice, supporting Queensland Hydro's stakeholders efficiently and effectively champion the implementation and adherence to best practice procurement and contract management policies across the organisation.
  • Promote awareness and deliver training of best practice procurement, including Qld Government BPP/BPIC requirements and contract management policies and procedures across the organisation.
  • Collaboratively develop and implement contract and supplier strategies, sourcing initiatives, and benefit realisation, aligning with organisational commitments.
  • Manage and administer the QLD Hydro Initiative, ensuring appropriate, fit for purpose administration and contract management approaches.
  • Foster a culture of continuous improvement in procurement practices, setting metrics and targets to measure and enhance performance.
  • Positively promote and actively role model QLD Hydro values and behaviours to support the delivery of our service.
  • Establish and maintain a supplier relationship management framework with a continuing focus on value for money fit for purpose outcomes.
  • Provide accurate and timely reporting to the Manager Procurement – Major Transactions, Head of Commercial, Executive General Managers, managers, CEO, and other senior members of the organisation on key performance indicators.
  • Champion and drive the management and creation, implementation, and dissemination of centralised procurement and contract policies.
  • Lead the team through mentoring and supporting team members by employing effective performance management strategies ensuring a collaborative and highly effective unit delivering on business requirements.
  • Develop and manage effective relationships with internal and external suppliers and partners.
  • Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.

About you

To be successful in this position, you will ideally possess:

  • Over 10 years of experience in Major Infrastructure procurement, with a strong preference for candidates with a background in government entities or large-scale projects.
  • Formal procurement/business management qualification
  • Demonstrated experience in standard and alternative procurement and contract management strategies for Major Infrastructure Projects
  • Highly developed negotiation skills to close out Major Infrastructure contracts
  • Specific demonstrated experience working within the Queensland Procurement Policy/BPP/BPIC within infrastructure project environments (highly desirable)
  • Strong civil and bulk earthworks background or similar.

Knowledge and Skills:

  • Proven and effective interpersonal skills with the ability to develop relationships with suppliers, stakeholders, and management.
  • Strategic management skills with the ability execute deliverables in the operational plan.
  • Demonstrated strong written communication skills including the ability to clearly and concisely articulate complex issues and risks in high level documentation including reports, briefings, business cases and service level agreements.
  • Demonstrated team leadership to provide consistent, responsive, high-quality advice and guidance.
  • Well-developed understanding of procurement frameworks
