Job description

Reporting to the Chief Information Officer (CIO), Digital Metro North (DMN), Metro North Health, the Program Delivery Director, ieMR Program Core will provide end to end oversite to all delivery arms of the program and is responsible for leading the successful planning, delivery and transition to normal operations of the Metro North Health ieMR Program of works spanning multiple Metro North facilities and services.

With a focus on ieMR infrastructure and technical readiness, the Program Delivery Director, ieMR Program Technical will provide oversite to the technical delivery arm of the program. Reporting to the CIO, and working closely with the Program Delivery Director, ieMR Program Core and associated delivery partners, the role will be responsible for leading the successful planning, delivery and transition to normal operations of the Metro North Health ieMR Program Technical Infrastructure uplift works spanning multiple Metro North facilities and services.

Providing leadership to an extended program and staff team enabling significant and complex strategic change within the Metro North Health organisation, the roles require close collaboration and engagement across Metro North Health, eHealth Queensland, the Department, vendors and industry stakeholders to ensure that Metro North's ieMR Projects deliver their scope and benefits, on time and on budget.

The roles provide co-ordination of the various stakeholders with accountabilities in the design, development, implementation, operational management and delivery of enterprise data centres, critical network infrastructure and telecommunications infrastructure services that underpin Metro North's future digital requirements, with a focus on ieMR readiness. This includes the review of current projects in context to risk, issues and schedule status, rectification planning and enactment as required and continued oversight of the infrastructure delivery, business delivery and readiness activities, and ieMR device deployment and integration across Metro North Health.

Each Program Delivery Director will provide strategic delivery advice to the CIO, the Chief Digital Health Officer (CDHO) and leadership team, program board and executive management. With program responsibility for managing risks & issues, scheduling, quality and finance activities that progress and support the successful delivery of the ieMR across Metro North Health, ensuring alignment with MNH strategic priorities and organisational objectives.

Primary responsibilities of the role:

  • Lead and manage a multidisciplinary project team in the delivery of large complex ieMR enabling projects and activities, including start up, design, procurement, implementation and post-delivery evaluation activities to consistently meet project time, cost, and quality requirements.
  • Oversee the successful delivery of Metro North Health ieMR Program, ensuring program outcomes are achieved and an enterprise solution is delivered which meets our customers' needs and is in accordance with Metro North Health policies and procedures, including the approved project management (PM) approach and methodologies to enable the achievement of consistent and quality project outcomes.
  • Both roles report directly to the CIO, Metro North Health.
  • Both roles will work closely with the Chief Digital Health Officer, Digital Metro North leadership team, Metro North Health colleagues.

The successful applicants will carry out the following key accountabilities in accordance with the Metro North Health's values:

  • Five or more years' experience in leading a team in the in the delivery of complex business led transformation programs or projects delivering services to large, complex organisations utilising project management methodologies (Prince 2) and program management methodologies (MSP) on complex high risk projects.
  • Demonstrated leadership capability including influencing senior-level management and key stakeholders both internally and externally to Queensland Health and industry partners.
  • Exceptional team leadership capabilities including the ability to recruit, lead, coach and motivate a cohesive project team committed to achieving tactical and strategic goals and project outcomes, exercising sound judgement, and developing effective responses in a high-pressure environment.
  • Proven ability to lead and develop a digital project and program team in a large complex environment, including the management of large operational budgets, including contract management.
  • Sound understanding of the financial pressures and constraints impacting project delivery and ongoing operations in public healthcare settings and strong financial management skills to manage and oversee project budgets and overall program/portfolio financial reporting and financial governance.
  • Proven experience in identifying and managing external suppliers to deliver digital related projects and programs.
  • Has established strong relationships with stakeholders that ensured that the digital project management function is perceived as an agile, responsive and customer focused and delivers high value for the resources invested.
  • Excellent oral and written communication skills, including the ability to explain technology services in business terms, establish rapport and persuade others to cultivate productive working relationships.
  • Highly professional; demonstrating leadership, strong communications and evidencing quality outcomes. Respected and engages with relevant industry groups.
  • Possess and demonstrate outstanding personal qualities, which reflect Metro North Hospital and Health Service's values that nurture and coach the desired behaviours of DMN staff.

You will be assessed on your ability to demonstrate the following values within the context of the "Key Accountabilities". The ideal applicant will be able to demonstrate the following:

  • Project Management expertise - Demonstration of planning and delivery (including procurement), clinical and/or capital works related projects; complex large delivery environment, digital/ICT projects.
  • Leadership and multi-disciplinary team management - Proven ability to lead multi-disciplinary teams (including internal resources, service delivery partners and vendors), mentoring in PM practices/processes, ensuring uplift/standard of PM discipline across the project which is consistent with DMN and QH project management framework and requirements.
  • Stakeholder management and negotiation - Excellent oral and written communication skills, including the ability to explain options, challenges, performance, project deliverables and services in business terms. This should include a commitment to deliver collaboratively and cultivate productive working relationships with proven negotiation, consultation and facilitation skills with a wide variety of stakeholders.
  • Governance and Methods - Proven experience in effective project management including appropriate use and knowledge of PRINCE/Agile; gated assurance, reporting and PPM tools (e.g. scheduling). This should include preparing submissions, facilitating approvals and providing advice/submissions to working groups and governance committees on project activities, progress and risks/issues in line with DMN and QH governance and assurance requirements.
  • Problem solving and innovation - Ability to quickly identify issues/ options/ proposed solutions to ensure project delivery; problem solving and working with a broad range of diverse stakeholders. Out-of-box thinking/approaches while ensuring appropriate governance and agreement.
  • Clinical informatics and health expertise - Previous experience in the delivery of clinical informatics and health related projects (software, hardware, integration and/or infrastructure) within a healthcare setting or environment highly valued. Experience with Queensland Health systems highly valued.
  • Whilst not mandatory, the following would be well regarded:
    • previous experience and knowledge of clinical solutions, clinical system implementation and clinical data migration processes, particularly in hospitals and/or Queensland Health
    • any relevant certification, degree or tertiary qualifications in Project and Program Management (e.g. Prince 2, PMP, Agile).
  • Ability to travel across Metro North Health as required:
    • the position will be based at any Metro North Health site for a period of time and may be relocated to other sites within Metro North Health as required.
