Job Description:
About Pacific Partnerships
Pacific Partnerships is a leading infrastructure developer and a member of the CIMIC Group, Australia's largest diversified infrastructure group (revenue $15bn, work in hand $31bn and liquidity $4bn). Pacific develops, invests in and manages infrastructure concession and renewable energy assets, leveraging the group's financial strength and diverse capabilities. The team's Project Development, technical, commercial and finance expertise transform into seamless, value-for-money solutions for clients.
Pacific is building on its core capability and market strength in the development of infrastructure projects to build a diversified portfolio of energy and utilities assets within the National Electricity Market (NEM). Pacific's focus is on delivering value to the CIMIC Group through development, delivery and operations of these assets.
About the Role
This is an exciting opportunity to join our growing team, as we look for a Project Development Manager to manage early to mid-stage renewable energy asset acquisitions, and subsequently lead projects through the development phase and up to financial close. This opportunity will draw on your experience in developing large scale renewable energy projects, to both lead a multidisciplinary team to successfully acquire target assets and to ensure that the asset's development through to ready to build stage is efficient and maximises value to the Group.
This role will also be responsible for strategy development and market engagement for Pacific Partnerships and other CIMIC operating subsidiaries.
The Project Development Manager can be located in Brisbane, Sydney or Melbourne and is a role in which you will:
  • Execute the business' portfolio development strategy by identifying target regions and specific development assets that meet our investment criteria
  • Engage with the developer and adviser market to uncover acquisition opportunities through sales processes and/or direct negotiation
  • Lead a multidisciplinary team of development, technical, legal and finance personnel along with external advisers to pursue target asset acquisition processes and have a hands-on role in managing due diligence workstreams, managing internal governance processes and negotiating commercial outcomes with counterparties
  • Prepare and manage acquisition and development budgets, resourcing plans and schedules
  • Assist with ensuring all key transaction risks are identified and appropriate treatments are proposed for review and approval
  • Offer submission and document writing, review and editing as required
  • Lead a multidisciplinary team of internal and external resources / advisers to efficiently develop assets from acquisition to ready to build stage through management of key workstreams:
  • Management of landholders, community, government, network operators, potential business partners and other key stakeholders
  • Management of any remaining key permitting and project approvals processes including development consent, environmental approvals, cultural heritage, etc.
  • Management of any remaining land acquisition / easement requirements
  • Management of the grid connections approvals process
  • Feasibility / sizing analysis and optimisation of the asset's technical, commercial and finance solution to decrease risk and increase investment returns
  • Procurement of PPAs and other off-take / revenue generating arrangements
  • Project funding and commercial activities
  • Develop relationships with CIMIC OpCos (including CPB Contractors and UGL) to coordinate and strategically manage pipeline pursuits
  • Identify resource and skill gaps within the development workstream and develop strategies to bridge the gaps
  • Manage and mentor junior development team members
  • Manage the setup of asset development processes and administration systems
  • Support the acquisition and development approval process and other internal governance activities.
About You
We are looking for someone who is flexible, eager and a quick learner. You might not tick all these boxes, and that's OK, but you have the drive to learn. Here are some of the aspects and experiences we are looking for in the successful candidate:
  • Relevant and demonstrated 10+ years experience and proven track record of managing complex projects, including exposure to all phases within a project lifecycle
  • 5+ years' experience in the energy sector in Australia, (solar, wind, PHES, BESS and/or transmission)
  • Early stage solar and/or wind development experience will be highly regarded
  • Experience in leading, managing, reviewing and understanding multi-disciplinary teams and related output reports / documents and ability to summarise and communicate key outcomes and takeaways.
  • Experience in acquisition processes of early to mid-stage energy development assets
  • Strong analytical skills, specifically; distilling, synthesising and translating multiple sources of information into strategic direction and recommended course of action
  • Relevant tertiary qualification in engineering, commerce, finance or other related discipline
  • Comfortable working with complexity and ambiguity to drive risk and value-based decision making
  • Effective written and oral communications skills with experience preparing for, writing, and presenting to Senior Management and Business leaders.
  • Capable of operating both independently and collaboratively in projects involving multiple workstreams and stakeholders.
  • Demonstrated ability to negotiate successful Project Development outcomes with key government and/or non-government stakeholders
  • Proven relationship building, people management and stakeholder management skills
