Senior Contracts Advisor

Our client, a large VIC Government Department, is seeking to engage an experienced Senior Contracts Advisor, with experience in AS2124, AS4200 or other complex private industry frameworks, for a 12-month initial engagement. As the Senior Contracts Advisor you will be working within major capital project delivery, providing strategic advice to influence commercial outcomes and ensure legislative, statutory and contractual compliance.

Responsibilities:

• Manage contracts and tenders across the capital portfolio of projects; that includes relevant responsibility for designated internal and external reporting requirements.
• Work closely with internal stakeholders including the legal team, insurance, finance and procurement team to influence and develop contractual documentation for the portfolio of projects.
• Analysis of expression of interest and tender responses with respect to value for money and contractual matters.
• Assess complex service provider's claims, invoices and variations.
• Negotiation of contracts to achieve the best commercial outcome for the client.
• Review Australian Standard contracts and internal Framework Agreements and tailor contracts as necessary for specific projects in partnership with the legal and procurement teams.
• Develop and establish innovative contractual models.
• Manage, negotiate and resolve contractual, extensions of time and other contractual claims or disputes.
• Drive continuous improvement to processes and procedures.
• Ensure compliance with corporate policies and procedures.
• Lead the procurement of suppliers and contractors within the Capital PMO structure.
• Manage performance of contractors and reporting requirements in relation to government policies such as the Local Jobs First Policy, Social Procurement Framework, Modern Slavery, Sustainability and the Building Equality Policy.
• Prepare, manage and issue expressions of interest and requests for tender.
• Undertake detailed analysis of expressions of interest and tender responses and provide guidance to the project team.
• Develop robust commercial models and undertake contractual negotiations with tenderers.

Required Skills & Specialisms:

• Tertiary degree in one or more of the following subject areas: engineering / legal / financial/ project management / Quantity Surveying.
• Experience working with AS2124 and AS4300 contracts or similar complex private industry frameworks.
• Experience in procurement and purchasing is beneficial.
• Demonstrated advanced competency in contracts and negotiation in significant / complex engineering infrastructure or similar projects.
• Demonstrated ability to analyse, understand and interpret conditions in all contracts.
• Demonstrated ability to work with a range of stakeholders to achieve positive outcomes.
• Robust understanding of relevant legislation and ability to interpret and apply to contracts.
• Level of commercial and financial acumen and experience relevant to this position.
