You will be working with a diverse and dynamic team within Health System Support Group (HSSG) and based at 1 Reserve Road, St Leonards, NSW 2065. HSSG is a unit of the Public Health System Support Division of the Health Administration Corporation to provide services to support the public health system in implementing Government targets and programs.

About the Role
In Australia, barriers to understanding the continuum of care exist as a result of health data being collected by different levels of government and private organisations, fragmenting the view of the patient journey as patients move between primary care and acute care services.
LUMOS is a pioneering initiative that links data across primary, ambulatory and acute care at the patient level, creating a state-wide data collection that is used to enhance our understanding of the patient journey across the health continuum. LUMOS is the first large scale linked primary care data asset in Australia and is available to NSW Health, Primary Health Networks (PHNs) and general practices (GPs), and to external parties in partnership with NSW Health or PHNs.
LUMOS provides reliable information to guide service design and integration, the commissioning of services, improved patient experience and outcomes, and the strategic directions of the NSW health system across primary, secondary and tertiary care.
The Senior Manager will lead the continued expansion of LUMOS and transition of LUMOS to business as usual. The Senior Manager is responsible for program management and further development. This will involve extensive stakeholder engagement across NSW Health, PHNs and GPs, and leading a multi-disciplinary team of project managers and officers, business analysts, statisticians, subject matter experts and health economists (staff, contractors and vendors) to develop and achieve the desired program outcomes.
This role will drive shared learning and inform future program design to facilitate improvements in the level and quality of health service delivery across NSW Health. Accordingly, it is critical that the Senior Manager liaises, engages, consults and negotiates with key internal and external stakeholders and supports all LHDs/PHNs/GPs in continuous improvement based on robust evidence on what approaches provide the largest benefits for patients, providers and the system.

Selection Criteria * Relevant post degree qualification in Economics, Business, Management, Accounting/Finance, or equivalent; and extensive experience and record of achievement in managing the development, implementation, evaluation and improvement in the level and quality of health service delivery. This includes expertise and specialised knowledge in the area of health care program implementation and/or Monitoring and evaluation.
  • Proven track record of contributing to and implementing strategic initiatives including leading, developing and managing complex change at a large scale or state-wide level, implementation of continuous improvement initiatives and delivering positive outcomes under tight timelines and constant competing political and business priorities.
  • Superior conceptual and analytical skills including demonstrated experience interpreting complex information from numerous sources, preparing analysis and reports, pro-actively identifying issues, and resolving complex problems by formulating pragmatic, innovative and business-focused solutions.
  • Demonstrated superior stakeholder management, influencing and negotiation skills including extensive experience leading, persuading, motivating and negotiating at senior levels; actively developing strategic partnerships; and engaging and influencing key stakeholders to adopt and implement methodology and initiatives.
  • Strong program evaluation, health economics and benefit realisation capabilities with a demonstrated track record of delivering successful project outcomes in a highly complex and ever evolving environment.
  • Detailed knowledge of information management and experience developing and preparing performance reporting within a health context.
  • Demonstrated leadership skills including demonstrated experience developing the capability of a team, establishing, Monitoring and ensuring achievement of clear performance objectives, coaching and advising staff, and fostering a collegial, professional work environment.

All NSW Health workers are required to have completed a primary course (2 doses) of a Therapeutic Goods Administration (TGA) approved or recognised COVID-19 vaccine (except for the Janssen COVID-19 vaccine which is approved by the TGA as a single dose primary course). New applicants must have completed the vaccination course prior to commencement with NSW Health, or provide an Australian Immunisation Register (AIR) Immunisation History Statement certifying the worker cannot have any approved COVID-19 vaccines available in NSW.
Acceptable proof of vaccination is the Australian Immunisation Register (AIR) Immunisation History Statement or AIR COVID-19 Digital Certificate. Booster doses are highly recommended for all health care workers who have completed the primary course of COVID-19 vaccinations.
