About the Role
As part of the 2022-23 Victorian State Budget, $27 million was funded for land acquisition and planning for new acute mental health beds at the Ballarat Base Hospital. Known as the Acute Mental Health Unit (AMHU), this project is commencing Schematic Design in early 2024.
The principal function of this role is to provide clinical design support to facilitate the planning of the AMHU at the Ballarat Base Hospital. This planning work is being supported by the Grampians Health project team delivering the Ballarat Base Hospital Redevelopment.
This role will work closely with the Victorian Health Building Authority (VHBA) and their consultant team inclusive of cost planners, architects, building services engineers and equipment consultants.
Key Responsibilities
Supporting the planning of the AMHU by:

• Clinical knowledge – Providing leadership, guidance and authoritative advice on mental health models of care and contemporary practice. Engaging with internal stakeholders to refine the model of care for the AMHU facility and managing endorsement of adjustments as the design develops. Provide detailed feedback to VHBA and the consultant team regarding the future model of care to inform the design of the AMHU facility.
• Governance reporting – Preparing monthly AMHU reports for the Project Director.
• Maintaining program – Continuously managing the information needs of VHBA, consultants and contractors, in a timely fashion, and in accordance with the design program. Ensuring that design reviews are managed within the constraints of the design program.
• Consultation and co-design – Ensuring that key stakeholders are actively engaged, well informed and that an appropriate level of consultation, negotiation and co-design occurs. Assisting in the facilitation of user group visits to other contemporary mental health facilities, as well as lessons learnt workshops with other mental health services.
• Risk management – Monitoring and reporting on risk and issues impacting the project.
• Relationships – Proactively build and maintain positive relationships with stakeholders, both internal and external, to facilitate a partnership approach to the project.
• Problem solving – Proactively resolving problems with internal stakeholders, VHBA and the consultant team to find positive outcomes which support the model of care.
• Negotiation – Influencing internal and external stakeholders and negotiate effectively and respectfully to resolve complex issues and significant differences to achieve agreement.
• Systems and processes – Following the project’s current administrative processes and communication protocols, including using Aconex for all communications with VHBA and the consultant team. Administering the design milestone review and approval process.
• Document control – Downloading design documentation and minutes from the document control management system (Aconex) onto the project drive (SharePoint).
• SharePoint. Stakeholder management – Providing positive and uplifting communications with internal stakeholders. Positively leading stakeholders through major organisational change that may be delivered as part of the AMHU project.

Qualifications and Experience

• Qualifications in a clinical health profession and/or project management preferred.
• AHPRA registration or relevant professional membership preferred but not essential.
• Demonstrated experience as a Project Manager with a comprehensive understanding of new and emerging models of mental health care.
• Experience in mental health clinical planning and service redesign methodologies.

Technical/Professional Knowledge and Skills

• Well-developed workshop facilitation skills.
• Experience in developing, leading and managing strategic change to successful outcomes.
• Current knowledge of contemporary mental health system, professional and practice.
