Job description

About the organisation

The Australian Government has recently appointed, as one of 10 Jobs and Skills Councils, the Public Safety Industry Committee (PSIC) to establish a new entity to provide services that support skilled and robust public safety, public order, public resilience, and government workforces. This entity is known as Public Skills Australia (PSA) and will provide the following services:

  • development and consultation of workforce planning and Training Products that meets industry and policy needs
  • implementation, promotion and monitoring of strategies that drive improvement to training delivery and monitor the impact of that delivery
  • stewardship of intelligence relating to workforce challenges and skill needs.

Stakeholders that Public Skills Australia will work with are employer and employee members (paid and unpaid) from public safety, government and corrections.

About the position

Key responsibilities for this position include the active development of Public Skills Australia products. This position will be undertaking workshop facilitation and working with stakeholders to develop both workforce planning and vocational education and Training Products. Product Developers will draft products end to end, will have excellent written and verbal communication skills, and will build strong interpersonal relationships with a wide range of stakeholders. Although this role reports to the Director Training Product Development, they will be required to work in small teams managed by Project Leads and will likely work on several projects simultaneously at any given time.

Key responsibilities

This role will:

  • Draft workforce planning and vocational education and Training Products.
  • Facilitate workshops with key stakeholders (both online and in-person).
  • Work in several smaller project teams to aid the development of workforce plans and Training Products.
  • Brief and present to a variety of audiences on draft products.
  • Follow a consultation and governance process to finalise approvals of products developed; this will include the drafting of associated papers and reports.
  • Be able to build consensus through negotiation with different stakeholders, in the development of product content.
  • Be required to demonstrate originality of thought, encouraged to be curious and demonstrate innovative approaches.

Key selection criteria

Essential

  • A Higher Education qualification such as a Bachelors or Masters degree (recent graduates are encouraged to apply, but will need to demonstrate that they have transferable skills that align to the key selection criteria).
  • Demonstrate excellent problem-solving and negotiation skills to develop and maintain positive relationships with internal and external stakeholders.
  • Work within a project-based delivery environment and deliver products on-time.
  • Demonstrate excellent written and verbal communications skills.
  • Demonstrate an understanding of policy AND/OR vocational education and training.
  • Be motivated to promote a curious and innovative culture across the company.
  • Be able to work on multiple products in a fast-paced environment.

Desirable

  • Experience working within either a public safety, government or corrections environment.
  • Experience in training AND/OR policy development.
  • Holder of a Certificate IV in Training and Assessment.

Other

  • Willing to obtain a police check and Working with Children Check.
  • There may be times when it is required to work outside normal business hours i.e. evenings and weekends to meet stakeholder requirements.

Type of employment

This is a full-time position for a fixed term until 30 June 2025 to reflect Department of Employment and Workplace Relations (DEWR) grant funding until 2024–25. It is anticipated that there may be the option to extend the contract should DEWR funding be extended beyond the current 2024–25 timeline.

Location

Public Skills Australia supports flexible working arrangements, however as Public Skills Australia is in its establishment phase, it is anticipated that in the first instance work will be primarily conducted from its offices in Melbourne. It should be noted that staff can expect, dependent on work deliverables, that they may be required to work from the office location exclusively for a period of time. Flexible work arrangements will be negotiated between staff and relevant Managers and be focused on balancing work requirements with staff needs.
