The Role
The work of the Communications sub-function in Defence: provide technical communications knowledge and advice, engaging with stakeholders to deliver and exercise appropriate technical delegations in line with relevant legislative, policy and regulatory frameworks. Investigate, report and perform technical communications assessments that support Defence materiel capability life cycle.

Within the Communications sub-function an APS 6 Technical Team Leader Communications is accountable under limited direction to perform and achieve complex technical communications work within an integrated workforce. They are accountable to ensure they have knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.

  • Will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. They will provide detailed communications technical and professional advice in relation to complex work and contribute to strategic planning, program and project management and policy development.
  • Is accountable to lead a team, set work priorities, and manage workflow and resources. They will build team capacity through coaching and feedback and will review and develop the quality of work undertaken by others within a work unit. They will exercise the associated people and financial responsibilities to achieve work unit outcomes.
  • Will have considerable level of stakeholder engagement and will liaise with stakeholders in relation to complex or difficult issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to achieve work unit and Defence outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development.

An APS 6 employee would generally be required to undertake work that is complex in nature, work under limited direction with the opportunity for reasonable autonomy and accountability. Employees at this level exercise both initiative and judgment in the interpretation of policy and in the application of practices and procedures. 

APS 6 employees provide detailed technical, professional, and/or policy advice in relation to complex problems and may assist in strategic planning, program and project management and policy development. Employees may have a considerable level of public contact in relation to difficult or sensitive issues and may liaise with a range of stakeholders in a representational role. Work may involve management responsibilities requiring the setting of priorities and managing workflows.

  • Contribute to managing change and uncertainty in the workplace.
  • Propose and facilitate innovation initiatives and contribute to business improvement strategies and to change in workplace practices.
  • Evaluate the effectiveness of risk management and risk assessment activities within sphere of responsibility.
