The Department of Justice and Community Safety (the department) is seeking an Assistant Manager - Processing and Determination, to provide an important role within the licensing division of Liquor Control Victoria.

About the Business Unit

The Department of Justice and Community Safety has established a new business unit, Liquor Control Victoria, to support the independent Victorian Liquor Commission which was created on 1 July 2022. Liquor Control Victoria supports the independent Commission by providing strategic, operational and administrative support and by performing various regulatory functions under delegation.

The Victorian Liquor Commission, supported by the Liquor Control Victoria, is responsible for issuing liquor licences and overseeing industry compliance and enforcement to ensure that Victorians and visitors to the state enjoy safe and responsible liquor licenced environments.

This is an exciting time to join Liquor Control Victoria and to be part of something new and growing. We are strengthening our focus on harm minimisation and assessment of community impacts as part of our regulatory approach following major reforms to liquor licencing laws that commenced in 2022.

About the Role

The Assistant Manager, Processing and Determination works with the team to ensure that the assessment and determination of liquor licence applications is carried out in accordance with legislative requirements.

Core business includes providing expert advice and support to the team and Manager, driving the quality and timeliness of application assessments, and identifying and implementing process improvements.

Your duties will include:
  • Provide leadership, management, clear direction and support to staff and the team Manager to ensure the team delivers high-quality determinations of liquor licence applications.
  • Monitor the performance of the team and identify learning, development and resource needs to ensure the team's qualitative and quantitative performance targets are met.
  • Manage a caseload of complex liquor licence applications and approvals, as well as escalations, to ensure processes and decisions comply with licensing legislation and regulations.

About you

As our ideal candidate you will be able to demonstrate:
  • Sound understanding of the regulatory framework relating to the liquor industry
  • Ability to interpret and apply legislation appropriately in a regulatory environment in relation to applications for entry into, and assessment of ongoing suitability to remain within, the liquor industries, and issues that present a higher level of complexity and/or risk of harm
  • Experience in effectively managing a team in a high-volume operational environment
  • Ability to collate and use operational performance data to inform resource allocation and achieve performance targets.
Qualifications/Requirements:
  • A qualification in public administration, regulatory studies, law or other relevant discipline is desirable.
