The Parliament of South Australia is seeking a dedicated and passionate Chief Finance Officer with a strong financial acumen, exceptional verbal and written communication skills, negotiation skills, and experience working within a complex environment. As the Chief Finance Officer, you will have a significant impact on the future on our organisation and be an experienced leader and determined in executing strategic objectives. You will be dedicated to building strong and meaningful relationships across Parliament. This is a unique opportunity for an experienced Finance professional to join the Parliament of South Australia.
The Chief Finance Officer is responsible for providing strategic leadership and management of the financial operational services for the Parliament to appropriately manage risk and ensure the Parliament meets its financial accountability obligations. The Chief Finance Officer provides high level advice and consultancy services to the Committee, the Clerks, and Chief Officers of the Joint Parliamentary Service on financial and budget operations, including the development and implementation of consistent policy, processes, procedures, and systems across the Parliament.

Key Selection Criteria
- An appropriate degree or equivalent in Accounting, Finance or Economics majoring in Accounting.
- Extensive experience in the planning, management and implementation of corporate financial systems and business initiatives, which demonstrates:
b. in-depth knowledge of relevant accounting standards, legislative and audit requirements, including sound knowledge in running and managing complex accounting software;
c. exceptional capacity to think originally and strategically and to provide high level advice on financial strategic, planning and operational matters;
d. experience in the development of strategic directions at a senior level with either an Agency or whole-of-government perspective indicating specialist knowledge / experience financial operations;
e. proven understanding of the whole of government business environment and the government’s objectives for strategic business planning.
- Senior level (and successful) experience in managing and providing leadership to a team responsible for the delivery of integrated financial services, to effectively manage governance requirements and maintain consistent and effective customer service delivery.
- Demonstrated ability to build strong/constructive relationships and networks including proven capability to communicate and liaise, consult and negotiate effectively with a range of stakeholders and customers across all tiers of Government and industry at a senior level.
- Highly developed interpersonal skills, including a high degree of personal integrity and credibility.
- Demonstrated ability to manage effectively in an environment of change by providing leadership, coordination, consultation, motivation, delegation and monitoring.
- Political astuteness, sensitivity and awareness to Government processes.
Employment is dependent upon the completion of a Pre-Employment Declaration and a National Police Certificate clearance that the Parliament finds satisfactory. Successful applicants will be provided further information if an interview is requested.
