Job location

Our Corporate Office is located at Thomas Embling Hospital, just 15 minutes north of the city. ?Due to our announced expansion across all Directorates, we have a need for experienced, like-minded professionals to join our team to support our growing services. Our Directorates include Thomas Embling Hospital, Prison Operations and our Community Directorate, with highly skilled disciplines including Nursing, Lived Experience, Occupational Therapy, Psychiatry, Psychology and Social Work. We have an outstanding L&D and discipline Educator cohort that continually upskill our already skilled and supportive team.

About the Role:

  • Under the leadership of the Manager, Procurement and Contracts Management the Contract Manager will:
  • Prepare for and manage procurement activity for goods or services for contracts managed by the portfolio;
  • Work collaboratively with key stakeholders to ensure contracts are effectively managed either directly or through providing support to relevant contract owners in the organisation;
  • Work with Health Share Victoria (HSV) to identify opportunities to join HSV contracts for goods and services and actively manage HSV contracts;
  • Ensure compliance with all relevant internal policies, procedures, processes, and legislation including ethical standards;
  • Identify and deliver opportunities for continuous improvement in contract management; 
  • Actively participate in building a cohesive and high performance team culture in the Procurement and Contracts Management Team and broader Finance and Business Services team.

Duties:

  • Ensure all contracts have clearly identified contract owner and that contract owners are aware of their responsibilities under the Contracts Management Policy.
  • Ensure Forensicare's contract management processes are clearly articulated and understood by organisational stakeholders.
  • Ensure effective contract management, including delivery against performance requirements where: o Nominated as contract owner and o Where supporting a contract owner in the organisation
  • Proactively identify and manage contractual issues with suppliers and contract owners.
  • Manage contract administration tasks within Vendor Panel.
  • Work closely assisting the Manager, Procurement and Contracts Management with contract management
  • Assist the Manager, Procurement and Contracts Management with the end-to-end market engagement process including development of quote requests or Invitation To Supply (ITS) procurement and evaluation plan, specifications and evaluation weighting criteria for procurement activity for contracts managed by this position.
  • Proactively identify, understand and analyse the market in terms of cost drivers, trends, global pricing impacts and reasons for these and incorporate into negotiation strategies.
  • Demonstrate a commitment to Forensicare's values and vision and the positive behaviours of the Finance and Business Services team.
  • Work constructively and supportively with other team members.
  • Identify and deliver opportunities for continuous improvement in contract management.
  • Participates in mandatory safety training and any Forensicare specific mandatory training on an annual basis as defined in the Mandatory Training policy.
  • Performance will be appraised from the results of the listed key responsibilities. Formal appraisal will be carried out by the Manager Procurement and Contracts Management at six months and twelve months, with annual performance appraisal occurring thereafter.
  • Demonstrate a commitment to ongoing education and professional development through accessing internal and external staff development opportunities.
  • Attend training courses as agreed.
  • Other tasks and duties as deemed appropriate by the manager and within the capabilities of the person at the time

About You:

  • Experience in effective contract management in a complex environment, including contract management planning, negotiation, performance management, and problem solving.
  • Passion for delivering service excellence. 
  • Experience in delivery of contract management improvement initiatives.
  • Self-motivated with a forward-thinking, positive, and collaborative approach.
  • Strong stakeholder management, communication skills and attention to detail. High-level analytical, research and problem-solving skills and the ability to identify and recommend solutions to challenging issues and where appropriate implement them.
  • Knowledge of government policies and guidelines relating to procurement of goods and services is advantageous.
  • Experience working with VendorPanel or other eProcurement environments is an advantage
