Who are we?
The NDIS Partners in the Community Program (PITC) supports the National Disability Insurance Scheme (NDIS) to be implemented locally.
As an NDIA partner, Northcott will deliver the NDIS Early Childhood Approach (ECA) service to local communities in Northern NSW, Mid North Coast, Hunter New England, North Sydney, and Western Sydney. The EC approach supports activities that improve the independence and social participation of children aged 0-9 with developmental delay and/or disability.

The EC Team Leader will be required to lead a developing and experienced Coordinators team. The Team Leader will be able to provide strengths-based leadership and support with NDIA planning, connect with the local community to build networks and pathways and create inclusion opportunities for children with disabilities and their families.

Key objective for the position:

Develop, implement and oversee the successful delivery of the PITC EC Community Capacity Building Plan including delivering Capacity Building projects within the communities of Northern NSW, Mid North Coast, Hunter New England, Northern Sydney and Western Sydney that promote inclusion of children with disability and developmental delay.

Be a key leader in the community and the Early Childhood sector that engages with stakeholders to facilitate community links and collaboration toward the improvement of inclusion practices and opportunities for children with disability and their families.

Typical duties:
  1. Develop and implement our annual Community Capacity Building Plan.
  2. Network and build relationships with stakeholders to facilitate community links and collaboration toward the improvement of inclusion practices and opportunities for children with disability and their families aligned with the Community Capacity Building Plan.
  3. Engage peak bodies and government departments, including local council to commit to the improvement of access and services for children with disability and developmental delay and their families.
  4. Utilise the NDIS IT System to analyse reports/ information regarding the delivery of EC services and address any areas of concern within a timely manner.
  5. Ensure compliance to the PITC Statement of Requirements and Standard Operating Procedures.
  6. Provide leadership and management to Community Capacity Building Facilitators.
  7. Adhere to and implement the Conflict-of-Interest mitigation strategies which reflect the requirements of the PITC Grant Agreement.
  8. Foster a culture of innovative thinking with internal and external stakeholders.
  9. Work closely and maintain strong working relationships and communication with the relevant NDIA Regional Managers and representatives to work toward effective delivery of the Community Capacity Building plan.
  10. Attend, prepare and actively contribute to all scheduled reporting meetings with the NDIA, including weekly, monthly and quarterly.
  11. Ensure all NDIA reporting is completed to a high level and is submitted to the Early Childhood Senior Manager and the NDIA within the dedicated timeframe.
  12. Provide expert advice, reasoned recommendations and innovative solutions for the service delivery.
  13. Manage and record feedback, compliments and complaints associated with the EC program and escalate to the NDIA within the timeframes and processes outlined in the NDIS PITC Statement of Requirements and Grant Agreement.
  14. Build brand awareness and adhere to the co-branding protocols as determined by the NDIA and outlined in the NDIS Co-branded partner guidelines.
  15. Attend and provide leadership at staff meetings and participate in management meetings as required.
  16. Ensure that the performance targets contained in the PITC statement of requirements are achieved and that NDIS IT system data input is consistent and timely.
  17. Work within a strength based, family centred approach that provides support families and the community to build capacity, problem solve and resolve issues that improve inclusive practices for children.
  18. Be aware of and sensitive to the needs of children, families and communities from Aboriginal and Torres Strait Islander or Culturally and Linguistically Diverse backgrounds.
  19. Work within the framework of the Best Practice Guidelines in Early Intervention, NSW Disability Inclusion Act, National Disability Standards, Privacy Legislation, and other relevant legislation.
  20. Adhere to Northcott policies and procedures, in particular, the Code of Conduct and Ethics.
  21. Comply with, report on and actively participate in Northcott’s Safety & Injury Management Procedures and Northcott’s WH&S Procedures.
  22. Assist in maintaining Northcott’s premises, vehicles and equipment and discuss any issues with Manager.
  23. Participate in Supervision and Team Meetings.
  24. Other duties as required by management.
The skills and experience we are looking for:
  • Ability to scope, develop, implement and evaluate Capacity Building projects.
  • Goal focused and driven by meeting key deliverables and sustainable project outcomes.
  • Experience in engaging, managing and motivating a diverse team of internal and external stakeholders, and community services.
  • Ability to develop partnerships to address and action issues that matter most to people with developmental delay (including developmental concerns) or disability.
  • A strong understanding of typical childhood development and the impact of disability and developmental delay on a child and their family.
  • Strong knowledge and understanding of best practice models in Early Childhood Intervention.
  • Ability to exercise sound judgment and provision of timely advice and reporting to Senior Management and the NDIA.
  • Excellent critical thinking, problem solving and analytical skills.
  • Excellent verbal and written communication and presentation skills including written reports and face to face reporting to the NDIA at scheduled formal meetings.
  • Excellent negotiation and influencing skills.
  • Strong networking and Community Capacity Building skills across a diverse cohort of communities including, ATSI, CALD and LGBTIQA+.
  • Ability to effectively manage feedback and complaints from stakeholders that focuses on working toward a positive outcome.
  • Proficient computer skills.
  • Ability to stay calm and communicate effectively under pressure.
  • Ability to remain objective and impartial when providing support and guidance.
  • Appreciation and acceptance of diversity for wellness, culture, understanding the importance of implementing a tailored and personalised approach to children and their families.
  • Knowledge of the Disability Services Act & Standards.
  • Knowledge of the Child Protection Legislation and the principles of Keep Them Safe.
Essential Qualifications and Experience required:
  • Tertiary qualifications in Social Sciences, Early Childhood Education, Allied Health Professions or other relevant professional field.
  • Minimum 3 years’ in a sector development role.
  • Minimum 3 years’ experience delivering projects with a Capacity Building focus.
  • Extensive experience working with children with a disability and their families.
  • Experience in connecting and building working relationships and partnerships with peak bodies, local community and mainstream services.
  • Demonstrated experience in working with, reporting to and negotiating with government departments.
  • Demonstrated experience in facilitating, coordinating and delivering workshops to a variety of audiences.
  • Current Drivers’ License.
Other requirements include:
  • Current Driver's Licence - P1 minimum.
  • Valid Working with Children’s Check Clearance - mandatory.
  • Valid NDIS Worker Screening Check (NDIS WC) – mandatory.
  • Working Rights in Australia for Full-Time Employment.
  • Fully vaccinated for COVID-19 (including minimum 1 x booster) in accordance with current Northcott Requirements (unless granted an exemption).
