The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

Are you a highly motivated individual, enthusiastic about accessible design and development and looking for an exciting challenge? The Office of the Chief Information Officer (OCIO) is seeking a highly experienced EL2 Program Manager Corporate Systems to join its team.
The Scheme Digital Platforms Branch shapes and delivers innovative, responsive, sustainable, and practicable solutions for National Disability Insurance Scheme to serve its stakeholders including participants, providers, staff and partners.
The Scheme Digital Platforms Branch drives continual service delivery improvements to meet stakeholders’ evolving needs with a strong focus on accessibility. The branch is the designer and custodian of the state-of-the-art NDIA PACE Platform.
Where you can add value The EL2 Program Manager Corporate Systems is responsible for managing the Office of the Chief Information Officer Office (OCIO) investments following the guidance of the Commonwealth Investment Framework & Commonwealth Procurement Rules (CPRs). You will have the opportunity to work on a diverse range of tasks, including, but not limited to:
  • Planning and managing the OCIO vendor portfolio, defining OCIO vendors’ requirements, finding the best available vendors, cultivating and maintaining vendors and stakeholders’ relationships.
  • Providing strategic oversight for the overall OCIO investment management and aligning with OCIO goals working closely with NDIA Budget and Financial Control, Procurement and Legal.
  • Leading large scale OCIO tender processes, including the detailed NPP, 1st Pass and 2nd Pass business cases, procurement plans, ensure compliance with regulations and policies, such as the Commonwealth Procurement Rules (CPRs).
  • Managing vendor engagement; involving a strategic approach for vendor relationships that drives continuous improvement and value.
  • Providing regular reports via preferred OCIO tools.

Our ideal candidate will have an innovative mindset and a passion for developing needs-driven ICT-based solutions. They will have extensive experience of working with the Commonwealth Investment Framework (Parts 1-4) and have a deep understanding of the Digital and ICT Investment Oversight Framework (IOF).
You are a problem solver by nature, proactive and able to deal with a fast-paced working environment. You will have excellent communication and interpersonal skills to build and maintain networks and have experience in preparing high-level written reports and briefing materials. A high level of attention to detail and the ability to make decisions while working independently and proactively are central to this role. Working at the NDIA it is essential you have a positive contemporary attitude to people with disability along with a high level of understanding and knowledge of disability and its impact on individuals.

While this role is ideally performed from Deakin – ACT, Surry Hills – NSW, Brisbane – QLD, Geelong – VIC or Richmond – VIC, remote working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months may be offered.
Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.
