Job description

The Communications team provides communication advice, strategies and plans in the delivery of statewide public safety advertising campaigns, research and evaluation, and executive communications for internal and external audiences, including communication support to the Minister for Fire and Disaster Recovery, QFES Executive Leadership team, operational areas and business units to support approved communication activities and initiatives, and achieve the department's strategic objectives.
Reporting to the Director, Media, Communications and Online you will deliver strategic high-level management of communication and engagement services for the department including: paid public advertising campaigns; publications, executive communications targeting internal and external audiences; and communications advice, strategies and plans to support business units and projects.

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role
The Communications team provides communication advice, strategies and plans in the delivery of statewide public safety advertising campaigns, research and evaluation, and executive communications for internal and external audiences, including communication support to the Minister for Fire and Disaster Recovery, QFES Executive Leadership team, operational areas and business units to support approved communication activities and initiatives, and achieve the department's strategic objectives.

Key requirements
Highly desirable requirements

  • Relevant qualification in a communications' related area (i.e. Communications, Journalism, Public Relations, and Marketing) and/or demonstrated experience in a communications environment.
  • Experience in Government Advertising and Communications Committee (GACC) processes and end-to-end development and delivery of advertising campaigns.
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
  • Lead and manage the development and implementation of strategic communication plans, policies, standards, and procedures covering communication, advertising campaigns, corporate identity, publications, issues management and crisis communication.
  • Oversee and provide strategic direction for public safety advertising campaigns, including GACC and Cabinet submissions, research, creative development, media buy and post-campaign reporting.
  • Ensure departmental communication materials comply with corporate governance process, whole-of government policies and regulatory requirements as well as editorial style, corporate identity and brand guidelines.
  • Manage the development and implementation of policies, protocols and standards and contribute to continuous improvement initiatives by actively innovating and improving strategies, processes and systems.
  • Provide expert advice to senior management and team leaders on strategic departmental projects or issues that arise in relation to organisational communication to support effective decision-making and ensure positive outcomes.
  • Develop and maintain effective relationships and networks with departmental staff, the Minister and Commissioner's offices as well as key external stakeholders and other government agencies to support the delivery of effective communications.
  • Identify and manage the delivery of improved, innovative and creative communication solutions and methods to ensure best practice in the corporate communication arena.
  • Lead and manage a multi-disciplinary team, fostering teamwork and managing human resource and financial management activities including developing of staff through performance, planning and review.
