Program BackgroundAustralia – Solomon Islands Program Support (ASIPS) FacilityThe Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS). ASIPS is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.ASIPS works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIPS Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:
- Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
- Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and
- Strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
- The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localisation throughout program delivery.
You must have the following qualification skills and experience below:
- Relevant tertiary qualifications in accounting or financial management. Professional accounting or other relevant financial management experience required.
- Demonstrated experience in a senior financial management position with budget management and reporting accountability and supervisory responsibilities.
- Demonstrated understanding of financial systems and requirements, expenditure approvals and reporting, audit requirements and the minimisation of potential financial risks and fraud, ideally in a public or donor funded setting.
- Demonstrated strong interpersonal and communication skills in a cross-cultural context, including
- Demonstrated leadership and management abilities; demonstrated ability to contribute to the Facility Management Team; ability to coordinate and collaborate effectively with other ASIPS business units/service order managers; and provide effective management support to, and oversight of, the finance team.
- Demonstrated experience and capacity to provide colleagues/stakeholders with supportive advice.
- Skills in rapid analysis (including for due diligence of external organisations), as well as preparing accurate and responsive program financial reports for a range of stakeholders.
- Understanding of Commonwealth Procurement Rules, or equivalent, and demonstrated experience in applying them to achieve value-for-money outcomes.
- Experience working in the Pacific, and an understanding of development and administrative issues relevant to the Pacific context, including financing, operations, staff training and planning and management.
- Understanding of DFAT financial systems and processes, and experience coordinating with a large number of DFAT stakeholders.
- Ability to communicate complex finance information to non-Finance Managers/stakeholders.
- Experience in the localisation of financial management responsibilities.
