About the Department

The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic and national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force delivers critical border protection and national security outcomes while facilitating the movement of People and goods across the border. The Australian Border Force's mission is to protect Australia's border and enable legitimate travel and trade.

About the Division

People and Culture Division delivers high quality human resource (HR) services and advice to internal and external stakeholders across a broad range of HR disciplines including the employment framework, HR policy and workforce conditions, enterprise bargaining, recruitment, career management, work health and safety, industrial relations and workforce design. HR Advisors support the efficient and effective management of staff through the provision of HR services and advice to managers, staff and partner agencies. They pursue improved processes for data collection, ensuring the integrity and currency of HR systems data and work with new and current staff to develop and maintain Departmental records.

These positions may also include Work Health and Safety Specialists, Employment Conditions Specialists and Industrial Relations Specialists.

People and Culture Division is made up of four Branches:

  • Payroll and Conditions
  • Recruitment, Diversity and Learning
  • Health, Safety and Wellbeing
  • People Engagement, Planning and Innovation
Role Attributes

EL1 Human Resource Advisors operate under general direction to provide strategic direction and management of complex and/or sensitive Human Resources (HR) services and advice to managers and other staff. They respond to highly complex cases and collaborate with internal and external stakeholders to assess issues and create solutions that conform to legislation and policy. They possess a strong understanding of organisational objectives, strategic direction and are committed to excellence in specialised HR practice areas contributing to a culture of capability development.

Tasks and duties may include but is not limited to:

  • Manage provision of logistical HR support on highly complex and/or sensitive enquiries in accordance with relevant legislation, departmental policies and procedures
  • Oversee legislation and policy interpretation as well as guidance on industrial relations, recruitment, workforce safety and wellbeing, workforce management and succession planning as relevant
  • Manage advice on dispute resolution processes related to the workplace legislation and policy
  • Act with integrity and in accordance with APS legislation in the course of HR management activities
  • Develop and manage relationships with stakeholders, engaging and collaborating to achieve outcomes and facilitate cooperation
  • Lead collaboration with managers and executive staff to identify and manage complex HR risks, compliance and issues
  • Collaboratively work with other HR practitioners in undertaking research, analysis and resolution of complex and /or sensitive HR issues and opportunities
  • Create and update periodic reporting standards and HR metrics used to meet ongoing and emerging business requirements
  • Use data and systems to assess and mitigate complex and significant HR risks, liaising and escalating as required
  • Oversee the design, development and implementation of HR initiatives that improve staff performance, engagement, and wellbeing
  • Manage consultation and the implementation of feedback in the formulation of HR management strategies, policies and plans in response to changing business needs or legislation
  • Manage and lead regular communication with team to educate regarding emerging HR and business issues and interdependencies
  • Manage change and take responsibility for section continuous improvement processes
  • Motivate and manage the team through coaching and constructive feedback, including having difficult conversations when necessary
  • Experience and related qualifications will be highly regarded.

Recognising that some Home Affairs and ABF Staff will have demonstrated capabilities at the advertised classification, the application process will use a differentiated approach for the shortlisting assessment. Internal candidates may choose to complete either:

1. A Differentiated Assessment

In place of a written application, current Home Affairs and ABF employees acting at the advertised classification can provide evidence of both their:

  • recent performance agreement at the advertised classification with ‘Meets’ or ‘Exceeds’ expectations from their manager and
  • current higher duties in EasySAP, with a minimum of 90 consecutive days at the date of advertising.

Staff unable to meet the minimum requirements of the differentiated assessment can still complete:

2. A 600 word written application providing examples demonstrating your performance at the advertised classification.

Assessment Process
