About the opportunity
We have an exciting permanent opportunity for an Investigations Manager to join ESV's Investigations Team within the Legal, Governance and Regulatory Policy Division.
You will contribute by:
- Contribute to the overall leadership and strategy implementation of the department through close cooperation with the Head of Investigations and peers.
- Provide leadership, support and management of staff including selection, retention, performance management and development of high performing staff through mentoring and coaching to ensure consistency and quality in delivery of advice and outputs.
- Oversee and carry out criminal investigations and make recommendations for taking enforcement action under energy safety laws.
- Oversee and carry out electrical licensing disciplinary action inquiries and make recommendations for taking disciplinary action under the Electricity Safety Act 1998.
- Ensure timely, accurate and high-quality investigation reports, recommendations and briefs of evidence are delivered to support enforcement action.
- Work collaboratively with subject matter experts including lawyers, appointed officers and engineers across ESV to ensure the timely notification and referral of incidents suitable for investigation/inquiry, and completion of investigations to support taking enforcement action.
- Brief key stakeholders including the Executive Leadership Team on active investigations as well as trends, systemic issues and other relevant matters.
- Act as a subject matter expert for investigations/inquiries including contributing to the development of policy, work practices and training for Investigators and appointed officers.
- Participate in ESV's availability roster and carry out availability duties as required.
To be successful, you'll have:
- Certificate IV in Government Investigations (or equivalent qualification or experience).
- Significant experience working in a senior role focussed on criminal investigations.
- Experience working within a regulatory framework to investigate and take enforcement action.
- Experience as a prosecution informant i.e giving evidence in court.
- Experience in undertaking disciplinary action inquiries and making administrative decisions.
- Experience leading an investigations team (or similar) including the ability to build a high performing, outcome focussed team through coaching and performance development.
- Excellent people and negotiation skills, and highly developed communication skills.
- Experience in applying and advising on rules of evidence, including disclosure requirements, to ensure evidence is obtained, handled and presented in an appropriate and admissible manner.
- Demonstrated ability to solve and manage complex issues for internal and external stakeholders, particularly in the regulatory reform context.
- Demonstrated ability to interpret, research and apply complex legislation, regulations, standards, and codes to inform decisions.
- Experience in or/and understanding of the Victorian energy sector including the frameworks governing safety of electricity, gas, and pipelines (desired).
