1. Provide quality advice and support to the City, Council and Community in relation to corporate governance and compliance requirements, including but not limited to processes, procedures, and system information.
2. Attend Council and Committee Meetings, to ensure the accurate production of meeting documentation (Agendas and Minutes) and provide advice, if required.
3. Support the Council Minute Officer at Council and Committee meetings and provide advice as required.
4. Coordinate, setup and perform moderator duties for eMeetings, including Council Agenda Briefings and Elected Member Strategic Briefings.
5. Coordinate and monitor the compliance calendar in line with legislation and City functions and processes.
6. Coordinate the completion of the statutory Compliance Audit Return.
7. Coordinate and Oversee the administration of the City's Policies and Delegated Authorities Register and Schedule of Authorisations.
8. Monitor legislative changes to the Local Government Act 1995 and Regulations, prepare highlight reports for Council and assist with training for the organisation.
9. Coordinate the legislative process for making, reviewing, amending, and repealing the City's Local Laws, and for bringing the Local Laws into force.
10. Coordinate the annual returns process, issue primary returns to relevant persons, where required.
11. Manage and co-ordinate compliance in relation to Financial Interest Disclosures and Gifts Contributions and Standard Panel Findings, including establishing and maintain statutory registers.
12. Oversee and administer the legislative process for requests for information under the Freedom of Information Act 1992, the Public Interest Disclosure Act 2003, the Corruption, Crime and Misconduct Act 2003 and related reviews of decisions.
13. Undertake the responsibilities of Public Interest Disclosure (PID) Officer under the Public Interest Disclosure Act.
14. Assist in the CEO's biennial reviews of the appropriateness and effectiveness of the local government's systems and procedures regarding risk management, internal control, and legislative compliance.
15. System Administrator for:
a. InfoCouncil (Council Papers Management System), including templates, system upgrades, procedural documents for Council and Committee Meetings and communicating changes to stakeholders.
b. Elected Members Communication Portal and provide support and training.
c. Coordination, set up and moderate the live streaming at Council meetings and Agenda Briefings.
d. RMSS (Risk Management and Safety System)
e. ATTAIN (Compliance System) ensuring internal procedures meet required statutory obligations, including training and support to the City and Council.
16. Coordinate and facilitate Council elections in accordance with the Local Government Act 1995, as required.
