About the organisation

The Australian Government has recently appointed, as one of 10 Jobs and Skills Councils (JSCs), the Public Safety Industry Committee to establish a new entity to provide services that support skilled and robust public safety, public order, public resilience, and government workforces. This entity is known as Public Skills Australia and will provide the following services:

  • consultation to inform workforce planning and training product development that meets industry and policy needs
  • implementation, promotion and monitoring of strategies that drive improvement to training delivery and monitor the impact of that delivery
  • industry stewardship supporting and engaging with industry sectors.

Stakeholders that Public Skills Australia will work with comprise of employer and employee members (career and volunteer) from biosecurity, border force, corrections, defence, emergency services, fire, government (federal, state and territory, local), land management, maritime safety, national intelligence, police, and surf lifesaving.

About the position

The Manager Business Operations will work as part of the Leadership team of the company, reporting to the Director Engagement. This position will be responsible for finance and budgeting, human resources, information technology and systems as well as general business services and administration. This is a trusted position that will see the successful candidate supporting and advising the Audit, Finance and Risk Committee, company accounting services and the Company Secretary. The Manager Business Operations will be responsible for planning, tracking and monitoring the financial position of the company. The successful candidate will have a good understanding of not-for-profit organisations and be familiar with regulatory and Grant Agreement compliance. Further, this position will also set up and implement business systems and monitor contractual and procurement obligations. The Manager Business Operations will lead a team of business support staff.

Key responsibilities of the Manager Business Operations

This role will:

  • Be responsible for planning, tracking and monitoring the budget of the company, ensuring good accounting practices are used and supporting sound fiscal practices.
  • Procure, implement and monitor IT and business systems.
  • Manage and promote HR and recruitment activities.
  • Identify and manage risk across supporting business services.
  • Manage the broader office environment of Public Skills Australia
  • Provide high level advice to the Public Skills Australia executive team on business services, systems and finance.
  • Identify, engage and manage outsourcing relationships with relevant vendors.
  • Manage daily office administration, focused on high level recordkeeping, good governance practices, risk mitigation and good fiscal management.
  • Manage a small support services team and support project activities where required.

Key selection criteria

Essential

  • Demonstrated high level problem solving and interpersonal skills.
  • Experience in managing complex business environments.
  • Demonstrated experience in financial management, budgets and drafting financial reports.
  • Experience in providing strategic and high-level advice to executives, by preparing and providing good quality briefings, presentations and reports.
  • Proven ability to procure, implement and monitor IT and business systems.
  • Demonstrated experience in risk management.
  • Experienced in regulatory and business compliance.
  • An understanding of HR and recruitment practices and processes.
  • Knowledge of procurement and contracts management.
  • Demonstrated corporate management experience and the ability to lead a team.
  • Proven project management skills.

Desirable

  • Higher or Vocational Education Qualifications in Business Administration, Risk, Financial Management or related field or commensurate and demonstrated experience.

Other:

  • Willing to obtain a Police Check and Working with Children Check
  • There may be times when it is required to work outside normal business hours i.e. evenings and weekends to meet stakeholder requirements.

Type of employment

This is a full-time position ongoing position, noting that the company is currently funded through a Grant Agreement with the Department of Employment and Workplace Relations (DEWR) until 30 June 2026.

Location

Public Skills Australia supports flexible working arrangements regarding location, noting that Public Skills Australia will has an office in the Melbourne CBD. Given the national reach of this role, travel will be required at times.
