About the Role

This is an exciting opportunity to join our growing team as we look for a Manager – Land and Planning to manage the land, planning and environment stream within Pacific Partnerships’ Energy team. This will include leading site assessments, preliminary feasibility reviews, lead regulatory approvals workstreams, and navigate associated regulatory frameworks for Pacific Partnerships' growing portfolio of renewable energy projects. 

Reporting to the Group Manager – Energy, the ideal candidate will bring expertise in assessing the suitability of land parcels for development, to navigating approvals and permitting processes. This role requires expertise in project development, environmental regulations, planning frameworks and stakeholder engagement, as well as a keen eye for risk mitigation and management. 

Key responsibilities of the role include:

  • Assessing the suitability of prospective sites for project development, undertaking due diligence and managing external consultants to support due diligence when required. 
  • Identifying risks associated with sites and developing and implementing mitigation and management strategies. 
  • Spearheading the execution of land and planning approval processes in alignment with Pacific Partnerships' objectives.
  • Supporting the acquisition of land parcels conducive to renewable energy development.
  • Navigating intricate zoning regulations, permitting processes, and compliance requirements to facilitate project advancement within regulatory frameworks.
  • Coordination of project approvals at a local, state and federal level including but not limited to Development Approvals, development permits (barrier, etc.), secondary consents, state referral assessments, EPBC referrals/approvals and EIS/EES approvals as required.
  • Develop and implement Regulatory Approvals Plans and Strategies to align with Pacific Partnerships’ strategic objectives.
  • Support the delivery teams in obtaining building approvals and Operational Works Approvals post financial close.
  • Assist with cultural heritage negotiations including consultation with Indigenous communities.
  • Supervise the coordination of cultural heritage assessments, respecting the significance of land and heritage sites and compliance with Cultural Heritage Management Agreements.
  • Develop and maintain positive relationships with Indigenous stakeholders.
  • Cultivating robust stakeholder relationships, engaging with diverse parties including government agencies, community representatives, and private landowners.
  • Coordination of stakeholder engagements related to regulatory approvals in coordination with the broader project stakeholder engagement plans.
  • Managing internal teams and advisors to project timelines, budgets, and resource allocation, ensuring efficient project delivery and adherence to quality standards.
  • Developing strong relationships with CIMIC OpCos to facilitate collaboration across broader project teams.
  • Mentoring junior team members and support internal governance activities.

About You 

We are seeking a high-performing, motivated individual with a demonstrated track record of obtaining approvals and managing land-related activities for energy projects. You may not tick all of these boxes, and that’s OK, but you have a willingness to learn, work well within multidisciplinary teams, and bring a commitment to workplace diversity, inclusion, and safety. Here are some qualifications and attributes we are looking for in the successful candidate: 

  • 10+ years of relevant experience in land acquisition, planning, or project development, preferably in the energy sector. 
  • Tertiary qualification in engineering, environmental science, or other related discipline. 
  • Experience in managing land and planning activities across multiple jurisdictions with a preference for experience in QLD, VIC and NSW 
  • Strong understanding of environmental regulations, planning processes, and land use policies.
  • Ability to communicate effectively with diverse stakeholders, including landholders, government agencies, technical experts and community groups. 
  • Proven negotiation skills and ability to resolve conflicts and address competing interests. 
  • Familiarity with GIS mapping software and other tools used for site assessment and analysis. 
  • Familiarity with renewable energy project development and the relevant environmental and planning considerations.
  • Commitment to safety, sustainability, and corporate social responsibility principles.
