About the role
The City is seeking a manager who can provide a high level of leadership and management skills across broad functions with a focus on Strategic Land Use Planning and environmental planning. As a manager you will be responsible for reviewing our District Planning Scheme as well as managing the City's developer contribution plans. You will prepare and implement the city's future environmental strategies and plans. You will be heavily involved in planning of a large new area of urbanisation at Wanneroo which will include up to 55,000 dwellings for new activity centres, schools and regional open space.
The position is responsible for:
- A positive and productive culture where employees are engaged and accountable for their work, achieving on key deliverables.
- Leads improvement and innovation in the delivery of services and implements new ideas within relevant City Frameworks.
- Develops corporate policies, procedures, processes, and efficient delivery of services as it related to the more limited scope of the relevant Service Unit.
- Organisational change within the Service Unit is efficiently led to meet the City's long term strategic plan objectives.
- Holds accountability for the Service Units overall achievement of outcomes, namely ensuring that quality of deliverables is of a high standard of output.
- Accountable for managing allocated budgets to demonstrate cost effectiveness and efficiency in the use of rate payers money and in the pursuit of organisational goals.
- Managing a team of fifteen professional staff involved in delivering Strategic Land Use, and environmental planning and developer contribution plans.

You will have skills and experience in a senior leadership role, and will look at long term goals, be politically astute and resilient, with high levels of stakeholder engagement. You will thrive on dealing with complex issues and enjoy making things happen in a busy and dynamic working environment.

Qualifications, Requirements and Experience:
- University degree in relevant discipline
- Significant experience in a senior leadership role within a similar position, including leading a complex service unit.
- Proven managerial level experience leading quality service delivery within an intricate Service Unit, to maximise value for money and stakeholder satisfaction.
- A level of demonstrated business commercial acumen.
- Proven experience leading significant change within a complex Service Unit.
- C Class Drivers Licence.
Skills and Knowledge:
- Advanced communication skills including advocacy, written, verbal and public speaking.
- Highly skilled in resource management including workforce planning, development and management; financial planning and budget management; most effective utilisation of limited resources; and developing business strategy.

- Proven track record achieving business goals and strategy and creating a shared culture of commitment for the team and key stakeholders.
- Demonstrated occupational health and safety risks in a workplace.
