About the Position
The Senior Manager PSP is responsible for managing and ensuring the ongoing delivery of case management and support services for children and young people who are unable to live with their families. Additionally, the position will contribute to the strategic leadership of Creating Links PSP to drive excellence and accountability across the program area.
Duties & Responsibilities:
Responsible for the management, coordination, and delivery of services within the Permanency Support Program by overseeing activities including but not limited to:
Develop appropriate programs and policies for meeting the needs of the children, young people, and carers.
Coordinate the delivery of all services within the program ensuring all services are in line with case management policies and procedures.
Lead team with accreditation processes and maintain appropriate processes for evaluation of programs.
Manage human and financial resources within the program.
Leading a service that uses evidence-based approaches.
Incorporate new research and service models into service delivery to affect better outcomes for clients.
Develop new programs and funding applications.
Ensure service delivery is aligned with evidence based best practice and organisational policies and procedures.
The design of appropriate plans and innovative strategies to meet the needs of all PSP participants including children, young people, and carers.
Ensure clients and families are informed of their rights and responsibilities.
Ensure the service is compliant with all regulatory requirements as outlined in the Corporate Compliance Register and any QI or Accreditation related register or plans inclusive of guidelines and performance monitoring frameworks.
Ensure services are delivered within professional frameworks achieving best practice outcomes using evidence-based approaches.
Coordinate the activities of the service, ensuring they are in accordance with the philosophy, objectives and agreed upon plans and grant or tender agreements and in line with policy.
Attend regular supervision sessions with the Executive Manager, OOHC and PSP.
Provide regular reports to the Executive Manager, OOHC and PSP on the program as agreed in supervision or work plan.
In consultation with the target groups identify needs and develop, implement, and evaluate appropriate group programs and activities that meet those identified needs.
Essential Criteria:
Relevant tertiary qualification in relevant field (Social Sciences, Social Work, Psychology, or other human service professions)
Minimum 8 Years’ experience leading a team with demonstrated leadership skills and capabilities to manage a large multi-disciplinary diverse team.
Proven experience and/or knowledge within Permanency Support Program and its principles and management of Out of Home Care services.
Highly developed casework and case management skills and knowledge of, and experience in the delivery of strengths-based framework.
Demonstrated experience in working with children and families from culturally and linguistically diverse (CALD) backgrounds.
Demonstrated knowledge and management of budgets and financial reporting.
Demonstrated skills in managing relationships with key stakeholders, capacity to build partnership with individuals, services, and community.
Knowledge and experience in therapeutic work practices with children and young people in care and carers and parents including counselling, assessment, Family Group Conferencing, group work activities, application of restoration tools, birth family contact, research frameworks, and therapeutic life story work.
Extensive experience in child, youth, and family practices, with experience in out of home care, working with children / young persons and birth parents who have experienced significant trauma.
Experience of using data and evidence to lead change and drive continuous quality improvement.
Strong communication skills – written & verbal.
Sound understanding of the Children and Young Persons (Care and Protection) Act 1998
Current Criminal History Check
Current NSW working with children’s check.
Current NSW driver’s license

Desirable Criteria:
Knowledge of the social demographics and community services within the Creating Links Service Catchment areas
Experience working with the community based non-government sector and ability to develop a sound understanding of the Permanency Support Program deliverables applicable to Creating Links
