NoosaCare are seeking an experienced and skilled People, Learning and Culture (PLC) Advisor, who will undertake a variety of high-level professional Human Resource activities. Working alongside the PLC Team and reporting to the PLC Manager, this role will work towards the NoosaCare 2026 Strategic Plan and the PLC subset strategic and work plans. 

This is a fulltime role and can be flexible, negotiated to part-time employment for the right candidate. Critical to this role are a knowledge and understanding of employment relation and Fair Work legislation.

As PLC Advisor at NoosaCare you will:

The People, Learning and Culture (PLC) Advisor’s responsibility is to support NoosaCare in all aspects of employee relations and implement strategies that will attract, engage, and develop employees and build upon a high-performance culture that promotes NoosaCare as an employer of choice. 

This role will provide advice and support to all NoosaCare staff on a range of PLC matters, particularly performance management, grievances, complaints of bullying, harassment & discrimination and other employee relations matters including interpersonal conflict to ensure effective resolution in accordance with NoosaCare policies and procedures.   

The PLC Advisor will support the implementation of the NoosaCare workforce strategy. Undertaking research and implementing current innovative methods to upskill, recruit and retain high performing, quality staff. Stakeholder engagement and management will be a key feature of this position ensuring key relationships are established and maintained. Some of the position functions may include: 

  • Providing high level advice and support to managers and staff on a range of PLC matters, particularly performance management, grievances, complaints of bullying, harassment & discrimination and other employee relations matters including interpersonal conflict to ensure effective resolution. 
  • Delivering efficient and effective PLC requirements including recruitment, retention and staff (including volunteer) recognition. 
  • Supporting the implementation of the NoosaCare workforce strategy. 
  • Be a driver and role model of workplace culture, ensuring NoosaCare is an organisation where staff are heard, valued and well supported. 
  • Integrate the continuous quality improvement of systems, processes and policies. 
  • Ensure that NoosaCare is a safe place to work and support any issues pertaining to work and health safety in collaboration with the WHS Officer. 
  • Undertake a variety of PLC reporting requirements to support and measure the workforce and other PLC action plans and projects.

Key Performance Indicators include (but are not limited to):

  • Working under the direction and guidance of the People, Learning and Culture Manager and Chief Operation Officer.  
  • Delivering efficient and effective PLC functions, including accountability for end-to-end recruitment support. 
  • Responsible for implementing and reporting compliance with staff policies and procedures in collaboration with the Department Heads.  
  • Responsible for monitoring and reporting compliance with Aged Care accreditation standards.  
  • In collaboration with the Work Health and Safety (WHS) officer and the Finance team, undertake any workcover function for NoosaCare. 
  • Provide input to interpretation of modern awards and terms/conditions contained in NoosaCare’s Enterprise Agreement.  
  • Undertake stakeholder engagement functions that promote, engage and establish pipelines for new recruitment opportunities. 
  • Understands and anticipate the impact of the legislative framework, government policy on the organisation.  
  • Assist in implementation, interpretation and negotiations of the NoosaCare Enterprise Agreement.  
  • Support the NoosaCare organisational rostering functions as required. 
  • In consultation, support and monitor staff performance, following NoosaCare policy and procedure when necessary.  
  • Provide expert advice and recommendation to all NoosaCare Senior staff as required. 
  • Utilises workforce analytics to identify strategic and operational improvements. 
  • Support the maintenance of PLC policies and procedures in line with contemporary practice. 
  • Support the measurement, reporting and evaluation of the impact of PLC of strategies on organisational outcomes. 
  • Make recommendations to the PLC Manager in relation to changes to policies and/or procedures where relevant.  
  • Undertake a range of PLC practices, including, recruitment, performance management, management of absenteeism and staff development. 
  • Effective monitoring and actioning of excessive staff leave accrual. 
  • Respond to allegations of bullying, harassment and discrimination. 
  • Ability to represent NoosaCare effectively at conciliation level in Fair Work Australia if required. 

About you: 

  • Tertiary qualifications in Human Resources or a related discipline. 
  • Minimum 2 years practical experience in a similar role. 
  • Demonstrated ability to use multiple and various computer systems including Office 365.   
  • Excellent organisational skills with ability to prioritise and complete work within established deadlines. 
  • Have a calm and solution focused approach to problem solving.  
  • Highly developed written communications skills with the ability to maintain strong attention to detail to ensure a high quality of work produced.  
  • Proven track record in building and maintaining effective working relationships with a range of internal and external stakeholders.
