Job description

The Position

We are seeking an experienced and dynamic procurement professional to join our small team. As part of the Finance team, you contribute to the procurement and contracting function within the Reef Authority and will be required to ensure that all procurement activities undertaken are compliant with the Commonwealth legislative requirements and internal policies and procedures.

As the Procurement Officer, you will provide support for enterprise procurement/contracts systems and ensure the support of continuous quality improvement of both procurement and financial management systems and processes. You will be required to ensure that the various procurement systems are maintained and updated and provide support to staff with their procurement activities.

Your well-developed interpersonal skills, including your demonstrated ability to liaise, consult, provide advice, and negotiate to build and maintain effective working relationships with a variety of stakeholders including external customers will be at the forefront in this role. You will provide problem solving, research and analytical skills, including demonstrated experience in data analysis and data management systems, as well as having well-developed computer skills in Microsoft Office, in particular Word and Excel.

The current position is ongoing however through this process may create a merit pool to fill similar ongoing and non-ongoing positions that become available within the next 18 months.

Duties

  1. Develop cooperative working relationships with internal and external customers to ensure achievement of service delivery outcomes and the Reef Authority’s objectives.
  2. Provide proactive and timely general and specialist procurement and probity advice, consultation and support to internal and external customers relating to procurement and contracting processes, legislatives requirements, policies, procedures, and delegations.
  3. Provide advice and assistance with the development and completion of procurement activity internal approval documentation, approach to market documentation, and contract documentation.
  4. Enter procurement data into the Reef Authority’s Procurement system for the creation of Purchase orders and Contracts.
  5. Monitor and update procurement data within the Reef Authority’s Procurement system, including purchase order and contract entries.
  6. Ensure procurement activities comply with legislative requirements, policies, procedures, and delegations.

As an APS employee you may be reassigned to a different set of duties at the same classification level at the discretion of the agency head (CEO), taking account of operational requirements in the agency.

Eligibility requirements & qualifications

Applicants must:

  1. be an Australian citizen at time of applying for position,
  2. be able to obtain and maintain a Baseline security clearance, failure to do so will result in termination of employment.

Essential requirements 

  • 2+ years of experience in a Finance related position.
  • Certificate IV in Contracts and Procurement or ability to obtain within 2 years.

Desirable qualifications 

  • Demonstrated understanding of, or the ability to quickly acquire, the legislative and legal framework of Commonwealth Government procurement and grants processes.
  • Demonstrated experience using and maintaining enterprise procurement / contracts systems.
  • Demonstrated experience in Microsoft Office products, in particular Word and Excel, and in the use of document management systems.
  • Demonstrated experience in applying the principles of continuous quality improvement to procurement / finance management systems and processes.
  • Demonstrated problem solving, research and analytical skills, including demonstrated experience in data analysis and data management systems.
