A bit about the role

The Program Delivery Director will lead and deliver the One Council Project, an enterprise-wide business transformation initiative.

Under the direction of the Manager of Strategy, Innovation, and Transformation, you will oversee the upgrade and embedding of an Enterprise Resource Planning/Enterprise Administration Platform.

The key responsibilities within this role include stakeholder engagement, project coordination, management oversight, risk mitigation, resourcing, documentation, and budget management. This role is pivotal in driving and ensuring the successful delivery of this critical project at the City of Casey.

What you’ll deliver

  • Develop and implement a comprehensive delivery strategy and plan for the Enterprise Resource Planning upgrade and all associated business and process change.
  • Align program goals, objectives, and success criteria with the organisation's strategic objectives and business needs.
  • Lead IT, change and process teams and stakeholders and agree the required project management methodologies, best practices and delivery approaches to ensure the delivery of high-quality outcomes.
  • Ensure adherence to timelines, budgets, and quality standards through effective project management
  • Develop and maintain strong stakeholder relationships with internal and external stakeholders.
  • Identify and manage program risks and issues, and take proactive steps to mitigate or resolve them.
  • Provide regular program status updates and reports to the Transformation Steering Committee, program control groups and other senior stakeholders.

What you’ll bring

  • Bachelor's or Master's degree in computer science, information technology, or a related field.
  • Relevant professional certifications such as PMP, PRINCE2, Agile.
  • Extensive experience in managing large-scale and complex IT software replacement programs or portfolios in a highly regulated environment under a matrix accountability.
  • Extensive experience in leading and managing end-to-end Enterprise Resource Planning (ERP) implementations.
  • Strong leadership skills and experience in managing and leading cross-functional teams.
  • Strong strategic thinking that demonstrates ability to recognise and understand patterns, trends and connections between situations to develop new and innovative approaches to complex problems.
  • Deep understanding of project management methodologies such as Agile, Waterfall, or PRINCE2.
  • Experience in developing and implementing project management frameworks and best practices.
  • Knowledge of software development lifecycle methodologies and tools.
  • Familiarity with enterprise architecture and systems integration principles.
  • Knowledge of IT governance frameworks such as COBIT or ITIL.
  • Experience in managing vendor relationships and contracts for software development and implementation services.
  • Understand the delivery environment, identifying all dependencies required for a successful implementation, including those required for external vendor back-of-house systems access, integration considerations and any factors that may prevent on time delivery.
  • Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check and Psychometric Testing.
  • A curious, collaborative, and inclusive community mindset.
