About the role
The Public Safety Communications (PSC) Inter-Departmental Steering Committee (IDC) provides oversight and governance of public safety communications in Queensland.
Transformation Projects, within the department, are responsible for leading and coordinating the planning, management and delivery of a diverse range of programs and projects to achieve critical outcomes for the Queensland Government.
The PSC IDC has asked Transformation Projects to initiate the Queensland Critical Communications Modernisation (QCCM) Project and requested it develop a whole of government business case to consider the appropriate technology investment for whole of Queensland.
The Government Wireless Network (GWN) is a managed service for the provision of Land Mobile Radio (LMR) services in Southeast Queensland (SEQ). This contractual arrangement is due to expire in mid-2028. In the Greater Queensland (GQ) region, outside of the GWN Service Area, the Public Safety Agencies (PSAs) and the Department of Environment, Science and Innovation operate analogue networks in varying states of obsolescence that do not provide the standard GWN features of encryption, emergency duress and location services (GPS). These aging analogue networks have been at significant risk for several years.
The agencies have been investigating different technological solutions to improve their operational communications and are at a different stage of their analysis. There is a shared desire to undertake infield service testing (proof of concepts / trials / pilots) of a vehicle hub platform concept that supports operational communications over (Long Term Evolution) LTE, satellite and LMR. This is likely to require procurement and provisioning of technology in advance of the business case to address operational imperatives.
This role will be required to identify, lead and coordinate the project management activities required to support the choice of strategic investment, infield service testing and planning for roll out of selected technology across five government agencies, which in turn will support the development of the whole of government business case, including any approved outcomes.
Key responsibilities include:
- Providing high level project management, by:
- project scoping and developing project plans and other management documentation
- ensuring a best practice project and resource planning approach
- developing project management product documentation
- preparing reports on project status information and presenting when required
- actively participating in risk and issue assessment and mitigation activities ensuring risks and issues are documented, reviewed, and escalated as appropriate
- preparing project correspondence, presentations, and briefings
- reporting on project components including schedules, interdependencies, plan development, benefits management, assurance, and communication activities
- initiating, influencing, and maintaining relationships with internal and external stakeholders including government agencies to coordinate project meetings, briefings, expectation management and feedback mechanisms
- adhering to policies, procedures and standards and high-quality practices including version control management
- contributing to effective, client focused teamwork by developing an understanding of the roles and duties of team members within the team and working collaboratively to achieve effective outcomes with a focus on commitment to customer service, and
- communication, negotiation, and issues management to ensure continued engagement.

- Experience in identifying, developing, and maintaining effective stakeholder relationships, including relationships with other agencies and industry.
- Demonstrate and apply your knowledge of project management methods (such as PRINCE2).
- Experience in working collaboratively within a project team, particularly with cross-agency stakeholders and subject matter experts.
- Demonstrate your ability to communicate project requirements and outcomes, both in writing and orally.
- Strong stakeholder management skills and understanding of government project governance, procurement and assurance requirements.
