Our client has a real focus on managing major assets and infrastructure. Their MD has been quite frank with us. He states that a previous manager, not in this role as it stands today, was good at costing projects and managing his budget. He wasn’t so good at applying consistent standards of project management, and nor was he good at engaging internal and external stakeholders. As a result the organisation is well behind on its capital planning, the small team of project managers isn’t as effective as it should be, and there are relationships that require mending and redevelopment. So, over to you!
The Head of Infrastructure sees your priorities as including:
- implementing a new project planning and management process organisation wide.
- ensuring any new systems/processes are usable and commercially viable.
- building on a new organisation wide technology platform.
- designing and implementing new project reporting processes that add value.
- actively participating in some new systems upgrades around infrastructure.
So, with these priorities in mind you can see that you’ll be responsible for developing, implementing and updating the framework, tools and processes around the capital project management function. Through your team of Project Managers, and together with some hands on involvement, you’ll be expected to deliver quality design and delivery of outsourced projects across roads, bridges, drainage, water, sewage, buildings and other civil infrastructure. Working effectively with a wide range of internal and external stakeholders is essential to your success and that of the projects.
As you’d imagine, this isn’t all about delivery. You’ll play a key role in future planning, advising stakeholders on what can and perhaps cannot be done. Reporting accurately and showing you’re across the commercial aspects of projects will be vital as will be ensuring consistency of process and setting and adhering to policies around procurement and delivery. At the same time, you’ll have a small, capable and growing team of Project Managers to develop, motivate and lead. Because of this we need to find someone who is already managing project managers and their outcomes. It’s not a role for a person who is looking for that first step up.
We think you’ll be tertiary qualified but you don’t need to be an engineer. You will have completed some formal study in project management and be right across the disciplines of professional PM methodologies. Your background could be in local, state or federal government projects, but just as well in the water and other utilities space. You’ll need to show skills in wide, and sometimes complex, stakeholder management and have delivered projects in full, on time and budget in your past. It would be great if you have already run a Project Management Office, but that’s not essential.
At a personal level you’ll be a natural leader with great comms skills and a switched on, quick mind with some commercial nous. You’re down to earth and not “precious” in any way. People gravitate to you because you are who you appear to be, disciplined, great with the detail and across it all, but you’re not a technocrat who lacks warmth and a sense of humour. You’re comfortable presenting to groups and just project a natural, organised and calm style that makes other comfortable. You’re a great role model for your team and they aspire to being just like you!
Finally, taking up this role will not only offer career stimulation and the chance to make a real difference, but to do these things in a regional centre where there is a sense of community.
