As a Senior Biosecurity Officer Travelling Stock Reserve with Riverina Local Land Services you will:
Manage the delivery of biosecurity programs and travelling stock route programs, projects and advisory services to implement strategies, plans and legislative obligations to ensure biosecurity risks are mitigated at the local level whilst undertaking project activities that increase the capacity of customers to manage and deal with biosecurity issues
Deliver compliance programs by maintaining a working knowledge of the legislative and regulatory requirements, to ensure travelling stock route and biosecurity obligations including pest and disease management, travelling stock reserve permit management and livestock and plant traceability meet performance standards, including compliance with relevant legislation, policies and procedures, and state, region and Local Plans
Ensure that travelling stock reserve are maintained in readiness to support emergency management and control of livestock during natural disaster events and participate in other LLS emergency planning, preparedness, response and recovery activities
Coordinate, lead and manage the delivery and implementation of an inspection and maintenance schedule including prioritization and management of travelling stock reserve infrastructure, invasive animal and plant biosecurity surveillance and control, contractor management and field staff supervision and providing recommendations to local managers to ensure timely response and follow up
Identify and provide advice on opportunities to improve revenue generating activities and accessibility to travelling stock reserves including leading competitive processes to source and secure commercial arrangements, issue permits and maintain relationships with permit holders to ensure contractual compliance
Manage and implement the collection and collation of data, analyse information that supports monitoring, evaluation, reporting and continual improvement, including undertaking assessments of travelling stock reserve conservation values and provide advice on, and implement appropriate actions to maintain and/or improve conservation values, to demonstrate that LLS objectives are met.
About You:
You will have relevant experience in the management of projects and the ability to implement strategies to ensure effective TSR and biosecurity programs, through collaboration and co-ordination with customers, stakeholders and investors.
Have the ability to manage conflicts and negotiate solutions between travelling stock route users and conservation values whilst implementing effective plans to deal with new and emerging biosecurity issues, changing industry and community expectations
Prior experience in managing key personnel, including workplans and priorities, maintaining a safe working environment and a high level of WHS safety culture and performance.
Our ideal candidate will be great a communicator with exceptional written and oral communication skills. You will be adept at developing rapport, collaborating and coordinating with customers, stakeholders and investors to implement legislative requirements, policies, procedures and guidelines across a broad range of activities. Essential Requirements:
Appropriate qualifications relevant to pesticide application
Develop competencies to become an Authorised Officer under appropriate legislation
Certificate IV in Government Investigations, or ability to successfully complete same
Capacity to hold a NSW firearms licence or equivalent, and a Statement of Attainment (to Use Firearms to humanely destroy animals AQF AHCVPT203A, AHCPMG304) and be appointed as an Authorised Officer under the Biosecurity Act
Current NSW Class C Driver’s License and the ability and willingness to travel.
