Overview:
The Disaster Management Branch (DMB) provides strategic leadership and direction for SA Health's preparedness for, and response to, major incidents, emergencies, and disasters, ensuring the department fulfils its role in these events that may occur in the state, nationally or internationally. The DMB is responsible for the development and implementation of Disaster Management in the SA Health System Policy and facilitates the national and state emergency management agenda within SA Health including the development of disaster plans and the implementation of a range of education, training and exercise programs. DMB also contributes to national and international disaster preparedness and response activities through its involvement in national arrangements and exercises, and coordination of the South Australia AUSMAT (Australian Medical Assistance Team) capability.
The Senior Disaster Management Officer is accountable for substantial aspects of development and implementation of emergency preparedness and response policy and practice across the Health portfolio and State and National arrangements. This will include special projects, policy and framework development to ensure a consistent, integrated and best practice approach across the State. In particular, the incumbent will be accountable for a robust Planning, Preparedness, Response and Recovery (PPRR) framework and liaison with external partners.
The Senior Disaster Management Officer is accountable to the Director for:
- Managing the planning and coordination of the Disaster Management Branch operations and logistics functions.
- Leading and conducting planning preparation and the provision of support during operations.
- Contributing to the training and readiness of the Emergency Management Duty Officers, Department Incident Management Team and State Emergency Centre Liaison Officers.
- Managing resources, assets, and specialist support to coordinate core activities.
- Leading the development and implementation of SA Health's Public Health Emergency Management Plan (PHEMP)
- Leading the development and implementation of public health disaster engagement and collaboration to SA Health, other government, local government and non-government clients and stakeholders
- Support the development and implementation of a robust Planning, Preparedness, Response and Recovery (PPRR) framework and policies for SA Health
- Participating in emergency response and coordination
- Providing advice on Disaster Management preparedness, planning and response.

Criminal History Screening Requirement
- A National Police Certificate (NPC) for employment involving no contact with vulnerable groups is required for this position (general employment)

SA Health Services are required to implement the Addressing vaccine preventable disease: Occupational assessment, screening and vaccination policy in the workplace.
Special Conditions
- Intrastate/interstate travel may be required.
- Must be ready and willing to assist in managing disease outbreaks within the community which may include travel within South Australia.
- Meet immunisation requirements as outlined by the Immunisation for Health Care Workers in South Australia Policy Directive.
- The incumbent will be required to participate in an after-hours on-call roster, as the Emergency Management Duty Officer, including some out-of-hours work, and may be required to participate in emergency operations as a member of the State level incident management team (IMT).
Additionally for PO4:
- Appropriate tertiary qualifications in public health, environmental health, community services, sociology, social sciences, human services, health or related field.
