Job description

* Permanent role, hybrid, Sydney location
* Salary from $150,654 plus 15.4% superannuation

The team
The Regulatory Reform and Implementation (RR&I) team manages ASIC's policy and law reform projects (including where appropriate markets-related). RR&I pursues strategic initiatives that shape the regulatory framework to achieve ASIC's mandate and implements law reform initiatives. The team leads and delivers end to end process to effectively implement law reform projects, including ASIC operationalising law reform. This includes both managing large law reform projects and supporting law reform projects being led by other teams. This team is also responsible for maintaining ASIC's stock of Regulatory Guides and legislative instruments (class orders), and leading or supporting the development of new regulatory guides and legislative instruments (as needed).
The RR&I team supports ASIC's response to major inquiries and reviews (e.g., FRAA, PJC and Senate Inquiries).
RR&I includes the Consumer Reforms (CR) team who apply their specialist knowledge of human behaviour to contribute to ASIC's understanding of how financial markets and consumer outcomes are affected by behaviour and product design. CR manages ASIC's responsibilities in relation to consumer redress. This includes standards around IDR and remediation and overseeing ASIC's relationship with AFCA. The CR team manage ASIC's Consumer Advisory Panel and pursue strategic initiatives that improve consumer outcomes and shape the regulatory framework.
The role
As a Senior Manager you will be accountable for:
* Leading and managing teams to proactively identify, assess and respond to regulatory issues.
* Contributing to the improvement of regulatory outcomes through support of law Reform and Implementation projects.
* Collaborating and providing technical expertise, input and guidance on sector specific legal and regulatory issues, and law reform (as appropriate).
* The delivery of Regulatory Reform projects that support responses to major inquiries and reviews and ASIC's strategic objectives.
* Providing policy and Implementation advice on law reform proposals and technical and policy issues to Treasury, the Commission, and internal and external stakeholders.
* The development of policy and Implementation advice on law reform proposals, responses to emerging and new areas of work.
* Identifying new ways to utilise data to deliver priorities that include effective collection, management, analysis and communication of insights from data.
* Leading and delivering the end-to-end process to effectively identify, manage, support, and implement law reform projects and regulatory policy initiatives.
* Overseeing and leading the implementation of policy and law reform, including developing of new guidance, training, systems, and processes.
* Initiating, developing, and maintaining ASIC's regulatory framework resources and intellectual property toolkit.
* Developing and maintaining key internal and external relationships with stakeholders, including representing ASIC at government or industry meetings.
* Managing your team's performance to deliver on business plan and ASIC's strategic priorities.
* Leading professional development and learning initiatives alongside coaching and supporting team members, to foster staff development and encourage high performance.
About you
* A relevant tertiary qualification.
* Demonstrated ability to manage multiple stakeholders and projects and take responsibility for outcomes.
* Well-developed technical understanding of the Australian financial system and knowledge of or exposure to ASIC's regulatory functions.
* Deep understanding of ASIC's systems and processes and the ability to critically analyse changes required to effectively implement law reform initiatives.
* Ability present complex information to varied audiences.
* Experience identifying and implementing law reform initiatives, either as an adviser (in-house or external advisory) or at a regulatory agency.
* Ability to draw reasoned inferences from quantitative and qualitative data to reach robust and practical conclusions.
* Strong strategic thinking, analytical, investigative and research skills, including data analytics and presentation.
* Experience in the provision of technical advice including to senior decision-making forums.
* Demonstrated ability to assess, analyse and resolve complex issues using sound judgement.
* Strong written and oral communication skills and the ability to establish and maintain productive working relationships.
* Proven strategic thinking and analytical skills, identifying emerging trends and risk areas.
* An understanding of the benefits in developing strategic relationships that partner to ensure the effective use of all available data and information opportunities.
* Conceptual, analytical, and problem-solving skills as well as drawing reasoned influences from qualitative and quantitative data and to reach robust and practical conclusions.
* Experience leading a high-performing team, providing strategic direction, and coaching for performance.
* Experience managing complex transactions or projects requiring critical thinking and judgement gained working in the relevant industry, legal firm, or a regulatory environment.
* Excellent verbal/written communication skills, the ability to prepare concise/succinct and accurate business reporting to be presented to Executive and Board level.
* Strong attention to detail in all technical matters and a continuous improvement approach to process and practice.
