Southern Program Alliance based on the Frankston line is one of five alliances responsible for removing 110 of Melbourne’s most dangerous and congested level crossings by 2025 as part of Victoria’s Big Build transport infrastructure program.
The Opportunity:
Reporting to the Procurement and Contracts Manager and will ensure the commercial objectives are delivered successfully and in accordance with Alliance policies and procedures, ensuring cost, time, safety, and quality objectives are achieved.
This role will see you ensure effective administration of allocated Procurement and subcontracts through all phases of the project, as per the Alliance requirements including the administration of procurement process including scope preparation, selection of tenderers, tender negotiations, issuing of subcontracts and other agreements, claims/variations processing, contract completion and closeout including deeds of settlement and retention releases
Responsibilities:
Development of tender documentation including review of delivery scopes and pay items to ensure there is quantification, clarity and specificity in the contract that triggers payment
Review of legitimacy of claims for delays, acceleration, and extension of time in accordance with the contract and in conjunction with the project team, providing advice and drafting appropriate responses to subcontractor claims.
Prepare, obtain approval, and transmit Payment Schedules that comply with Security of Payments Act requirements, with approvals obtained via prior to issuing.
Administration of contracts ensuring Alliance and participant targets are carried out in accordance with the PAA
Required Skills and Competencies
- Tertiary qualification in Commerce, Finance, Engineering, Legal or similar (highly desirable)
- At least 5 years of relevant work experience demonstrating a strong understanding of contracts and procurement
- Demonstrated experience issuing tender documents through PROCUR-e and managing the tender cycle
- Exceptional negotiation skills
- Experience in Rail/Civil Infrastructure highly desirable but not essential
- High level of demonstrated stakeholder engagement
