About your new Branch

Located in the Strategy, People and Performance Department, the General Counsel Branch provides legal advice to the Mayor, Councillors, CEO, Executive General Managers, Managers, Officers, and employees on all issues that may arise while Council is carrying out its responsibilities and powers as a local government.

The Opportunities

These appointments will be responsible for assisting with the delivery of high level professional advice on all aspects of local government law, with one role having a focus on commercial, property and administrative law and one role having a focus on planning and environment law.

Areas of core responsibility vary based on level of experience and the role but ideally include (among other duties):

Lawyer/Senior Lawyer planning and environment law focus

  • Advising on planning, environmental and building issues
  • Advising on Planning and Environment Court appeals and applications
  • Advising on development compliance matters, such as prosecutions in the Magistrates Court and enforcement proceedings/appeals in the Planning and Environment Court
  • Drafting legal documents
  • Preparing and delivering legal advice under the supervision of senior lawyers
  • Preparing and collating briefs of evidence as required
  • Drafting infrastructure agreements
  • Assisting with the delivery of legal training to staff
  • Engaging and instructing external panel firms, as required
  • Lawyer/Senior Lawyer commercial, property and administrative law focus

  • Advising on commercial and contract issues
  • Advising on, drafting and negotiating all types of commercial contracts and agreements including works contracts, sponsorship agreements, leases and licences
  • Advising on asset and property acquisitions and disposals
  • Advising on intellectual property registrations and licensing
  • Procurement and probity advice
  • Administrative law and governance matters
  • Assisting with the delivery of legal training to staff
  • Engaging and instructing external panel firms, as required

    Some of the required skills and experiences to be successful in this role:

  • Between 1-5 years PAE in planning and environment law, ideally within a busy and highly regarded in-house environment or within a leading mid/top tier firm
  • Strong communication skills and experience dealing directly with clients; and/or
  • Between 1-5 years PAE in commercial, property and administrative law, ideally within a busy and highly regarded in-house environment or within a leading mid/top tier firm
  • A high degree of technical ability
  • Superior time management skills and the ability to manage conflicting priorities
  • Ability to work independently, while being a team player, and be proactive with an excellent work ethic
  • Strong team orientation and a collaborative approach
  • Ideally prior experience advising public sector entities
