The Plant and Live Animal Exports, Welfare and Regulation Division supports Australian agriculture industries and the government through development of animal welfare policy for export and domestic issues; management of policy, operations and certification for the export of live animals, animal reproductive material, plants, and plant products; management of the government priority to phase out live sheep exports; and we foster regulatory stewardship across export related functions.
Export Regulatory Stewardship – The Export Regulatory Stewardship branch provides integrated assurance and support for export legislative reform and legal policy, regulatory knowledge and capability, and control assurance.
Live Sheep Phase Out – The Live Sheep Phase Out branch delivers the government’s election commitment to phase out live sheep exports through supporting the independent panel and the implementation of the government response to the independent panel’s report.
Plant Export Operations - The Plant Export Operations branch facilitates trade and market access through the development of practical phytosanitary export inspection and certification policies including the implementation of policies and guidance materials that ensure Australian horticulture and grain exports meet Australia’s export legislation, international obligations and importing country conditions.
The Job
Technical and Policy Officer (Horticulture Export Program)
As a Technical and Policy Officer with the Horticulture Export Program, you will work within an operational stream responsible for the management of specific horticulture protocols. This could include engaging with industry and stakeholders, including fostering relationships with growers, exporters and peak industry bodies; liaising with internal stakeholders to provide policy advice and interpretation of importing country requirements; assisting in resolving complex certification/documentation issues; reviewing and updating operational work plans and instructional material; and arranging verification visits by trading partners.
Policy Officer (Export Regulatory Stewardship)
As a Policy Officer in the Export Regulatory Stewardship branch, you will work to support legislative reform and increase regulatory knowledge, capability, and assurance. This could include contributing to projects and verification/validation activities that improve the department’s regulatory approach within the export space; exercising powers under export legislation; and building productive relationships with a broad range of internal and external stakeholders.
Policy Officer (Live Sheep Phase Out)
As a Policy Officer in the Live Sheep Phase Out team, you will assist in the delivery of the government’s commitment to phase out live sheep exports through implementation of the government’s response to the independent panel’s report. This could include undertaking policy research and analysis, monitoring and completing implementation activities against key milestones; contributing to briefs, reports, and other written advice for managers, senior executive and the Minister; supporting engagement with internal and external stakeholders and assisting in administrative and secretariat support.
Please note that these roles may be able to be performed from any of the locations listed above with the exception of the Technical and Policy Officer (Horticulture Export Program) which is Canberra based. A merit pool will be formed from this recruitment activity and could be used to fill roles across the division.
What we are looking for
Knowledge and experience
The successful candidate(s) will have some or all, of the following:
- An understanding of legislative and regulatory frameworks and how they apply to the functions of a regulator (experience working with the Export Control Act an advantage).
- Familiarity with export pathways, including industry and regulatory processes.
- Experience in policy or program design and development, including the ability to investigate and source key information to support decision making.
- Experience engaging effectively with a diverse range of stakeholders.
The successful candidate(s) will have some or all, of the following:
- Strong written and verbal communication skills, including the ability to adapt communication to a variety of audiences.
- Demonstrated ability to work in a team and deliver work of a high standard.
- Demonstrated ability to contribute to the research, analysis, development and implementation of regulatory export policy.
- Analytical and problem-solving skills, along with a proven ability to analyse policy and regulatory issues, identify problems and provide advice on appropriate solutions.
- Sound interpersonal skills and the ability to develop and maintain working relationships with stakeholders.
- Under limited supervision, be able to manage workloads, prioritise work and work to competing deadlines with attention to detail.
- Strong IT skills across a range of IT products including Microsoft Office and virtual collaboration platforms like Microsoft Teams (skills in export specific systems such as EXDOC, Micor and/or PEMS would be an advantage, but are not essential).
