Job description

Are you an experienced, people-orientated professional with a strong background in stakeholder engagement? We are looking for a highly experienced and adaptable candidate to lead a Queensland vocational education and training (VET) Strategy pilot program in FNQ to bring relevant parties together to develop approaches and projects that will facilitate a place-based approach to the identification of skills needs unique to local FNQ communities and training solutions developed locally.It is intended that the regional planning process will support the subsequent implementation of the Queensland Skills Strategy and policy priorities, including new collaborative approaches between industry, training providers and employers so that the training needs of FNQ are appropriately supported and future VET funding is spent in the right places.Following the most significant review of VET in Queensland in almost 10 years, the Queensland Government is developing a Queensland VET Strategy to ensure our VET system is skilling Queenslanders for some of our fastest growing jobs and well as developing skills for the jobs of the future.The VET Strategy will be Queensland's roadmap to deliver on the new five-year National Skills Agreement.The VET Strategy team is leading the development and delivery of the QVET Strategy through policy analysis, project management, monitoring, evaluation and promotion of strategy initiatives. The office includes expertise in policy, project management, data analysis and reporting, communication and stakeholder engagement and financial management. It works collaboratively with business units across the Department of Employment, Small Business and Training (DESBT) as well as other government agencies, industry bodies and training organisations.As the Far North Queensland (FNQ) VET Coordinator and Facilitator, you will be based in the Cairns DESBT regional office and will be working closely with the local training office to lead VET stakeholder engagement across the region to bring relevant parties together to develop a collaborative place-based training delivery plan that will support local skills needs and training participation by priority cohorts, with a particular focus on assisting First Nations people, people with a disability, and people from diverse multicultural backgrounds.Key responsibilities:The successful candidate must have considerable experience with the training sector and working with First Nations people. You will use your excellent project management and stakeholder engagement skills to:

  • develop a stakeholder consultation framework (for approval by DESBT) which incorporates key actions and activities, deliverables and timelines.
  • consult broadly across FNQ communities, industry and employer representatives, and training providers, including Aboriginal and Torres Strait Islander community controlled organisations.
  • bring local stakeholders together to work collaboratively on identifying training solutions to skills and workforce challenges that complement other programs and projects focussed on workforce solutions. This includes how government funded VET can work in tandem with other support mechanisms, resources and physical spaces/hubs (including financial and in-kind contributions) to achieve improved community outcomes.
  • clearly identify the skills and job roles in demand, the subsidised qualification(s) and/or skill set(s) and work with training providers to formulate training solutions to address these needs, and the locations where training delivery is needed, or demand can be aggregated (establishing clear local VET pathways to employment).
  • work with training providers to develop a collaborative solution for training delivery that is sustainable, meets local skills priorities and delivers successful outcomes for students.
  • lead and develop a plan to address local training priorities in consultation with local VET stakeholders and industry, to provide effective access to face-to-face and inclusive training and support that delivers individual social and economic benefits for FNQ region.
  • prepare strategic and high-level submissions, reports, papers, statements, briefings and correspondence on industry skills policy.
You will be assessed against how you:
  • Demonstrate high-level and effective stakeholder engagement, as evidenced by a record of significant achievement and innovation in identifying training and skilling issues across a range of industries and influencing outcomes that support strategic objectives.
  • Demonstrate ability to inform a whole-of-government policy in relation to industry skill development.
  • Demonstrate high level interpersonal, consultation and communication skills, including the ability to negotiate persuasively, with proven written communication skills particularly in preparing significant submissions, reports and briefing documents.
  • Initiate, develop and maintain collaborative working relationships and partnerships with relevant internal and industry stakeholders.
  • Exhibit the principles, tools and techniques and other project management methodologies that enable you to work effectively under pressure, handle competing priorities, meet externally imposed deadlines and bring projects to completion within required timeframes.
