The Commercial Officer will work under limited direction and with reasonable autonomy, and will be accountable to perform and achieve complex commercial, financial, contract and procurement management work within an integrated workforce. This multi-faceted role is like no other within the Defence context, including the following responsibilities:
- Research, interpret and provide commercial and financial advice, ensuring compliance with legislation and policy;
- Manage financial operations (developing budgets, analysing performance and expenditure, revenue, special accounts and trusts reporting);
- Manage procurement and contracts (tendering, processing and documenting approvals, processing payments, recording commitments and reconciliations);
- Develop commercial policy and procedures (costing new program initiatives, advising on commercial charging models and administering revenue);
- Contribute to strategy development and business modelling (writing policies, decision briefs, board papers and business documents);
- Supervise administration of youth participants (forms, invoices, payments and bursaries);
- Respond to customer enquiries and maintain customer service records;
- Participate in a paid out-of-hours duty roster.
The Young Endeavour Youth Scheme (YEYS) is a Commonwealth program delivering world class development opportunities for young Australians aboard Sail Training Ship Young Endeavour.Our integrated APS/ADF team is responsible for program development, youth crew selection and administration, marketing communication and partnerships, commercial operations and governance. We also administer the YEYS Public Fund Trust.We work closely with Navy and Defence to deliver the Young Endeavour Program, support youth policy outcomes, maintain community partnerships and build awareness of Navy in the community.The YEYS team is currently dual focused - delivering a program of youth development voyages around Australia, and preparing for program expansion following the introduction into service of a new, larger sail training ship

A strong focus on revenue generation and program growth provides an exciting opportunity to contribute collaboratively towards change management and business improvement initiatives.Pending availability, team members are also able to participate in a familiarisation voyage in STS Young Endeavour.Our Ideal Candidate
Our ideal candidate will have a good understanding of (or exposure in) commercial, financial, contract and procurement processes, policies and best practices in the government and/or non-profit sectors.You will have supervisory experience, be able to manage a dynamic workload, and work with independence to meet deadlines.You will also have a knowledge of relevant legislative frameworks, policies and procedures, and the ability to interpret and apply this knowledge across a range of business activities.Other beneficial skills and attributes are:
