About the Role
This role reports to the Study Manager and receives operational direction from the Regional Supply Chain Manager and receives functional guidance from respective contracts global business unit management. As Contracts Lead you will be responsible for:
-May be required to supervise a team of contracts formation and administration personnel as the study scope grows
-Form and administer contracts
-Participate in the development of master contracts documentation, procedures, forms and templates
-Provide operational supervision and technical guidance to contracts formation and administration personnel
Key Responsibilities
Ability to undertake supervisory activities which includes:
-Implementation of the contracting strategy and monitors performance of direct reports against the baseline.
-Monitoring compliance of assigned personnel to established policies and procedures.
-Ensuring all commitments made by direct reports are accurately presented and follow established approval and signing authorities contained in company policies and procedures.
-Conducting annual performance reviews of direct reports, recommending salary actions, classification changes, terminations and transfers of assigned personnel, interviewing applicants and making recommendations regarding selection.
-Indoctrinating all newly assigned contracts personnel to the requirements and procedures of the project and client.
-Monitoring personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
-Providing support to the Supply Chain Manager on updates to the contracting strategy and supply chain assignment schedule.
-Representing contracts function at package and project reviews.
-Developing project contracts operating procedures, forms and templates for review by designated supervisor and inclusion into the project contract procedures as required.
-Developing, monitoring, and maintaining project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents.
-Providing recommendations to designated manager regarding changes to the terms and conditions, procedures, templates and forms to improve efficiency, accuracy, quality of the contracts function outputs.
-Performing all activities in a manner that demonstrates a commitment to continual improvement.
Undertake formation and administration of project contract commitments through established project policies and procedures, including:
-Communicating with the client, third party contractors, suppliers, engineers, construction and other functions as required, to form packages as and when required.
-Preparing of bid request package, addenda and other bid cycle correspondence to ensure proper format, content and project requirements are met.
-Reviewing bid tabulations for accuracy, bidder recommendation and completeness.
-Leading negotiations for medium and high complexity contracts.
-Administering contract in accordance with the terms and conditions of the contract including management of and processing variations, payment, claims, etc.
-Reporting to management regarding cost and schedule impacts of packages on the overall project budget and schedule.
The Contracts Lead is to utilise their superior communication skills to:
-Maintain working relationships with project contracts personnel and other project supervisors in order to be cognisant of all project operations and to implement appropriate actions on behalf of the contract function.
-Maintain relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and contractors, when necessary, of the overall project requirements.
-Maintain contact with corporate groups, functional departments and global business unit contracts personnel.
-Maintain contacts with client personnel as authorised and/or directed.
Skills and Experience
-Broad experience in the formation, negotiation, award and administration of complex design and construct or construction contracts.
-Experience in developing complex contract types, remunerations models, incentive regimes, terms and conditions.
-Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, effective correspondence and claims and dispute resolution.
-Skilled in working and communicating effectively with all levels of project functional groups.
-Experience, skill or training in supervising personnel, workload distribution and execution of work.
-Comprehensive knowledge of (sub)contract management
