About the Client
North East Link Project is Victoria's largest road transport project and aims to connect Melbourne’s freeway network, reduces travel times, and links key growth areas in the north and south-east. The North East Link State Tolling Corporation (STC) is a statutory corporation established under the North East Link Act 2020 (Vic) and is responsible for owning and operating the NEL asset, as well as managing the toll revenue stream. STC will oversee the procurement and delivery of the Toll Collection Capability (TCC) Project, including the roadside tolling system, tolling back-office system, and toll communication network.
About this role
The Corporate Affairs Manager is responsible for leading the development and implementation of STC’s communications and engagement program. This includes oversight of all Corporate Affairs matters including internal and external communications, media management, branding and stakeholder engagement. This position requires a dynamic and experienced professional with a deep understanding of corporate communication, stakeholder engagement, and government relations. You will be responsible for developing and implementing effective communication strategies that align with our corporate values, goals, and objectives. The Corporate Affairs Manager will collaborate closely with STC staff, government departments, industry bodies, and the public to promote a positive and transparent image of the organization
Build strong trust-based relationships with the CEO and Executive and liaise with all staff across the organization. The role will also on occasion be required to provide advice to the board (either directly or via the Executive).
The Corporate Affairs Manager will build strong working relationships with colleagues in key
government departments, including the Department for Transport and Planning and Department of Treasury and Finance, as well as with staff in the North East Link Program, Ministerial Offices, and with other industry stakeholders.
Key Accountabilities
Strategic communications
  • Prepare and deliver a Strategic Communications strategy to reach, inform and influence priority audiences, internally and externally. Partner with STC team members to understand work programs – goals, context, risks and opportunities – to contribute to the successful outcomes of organizational objectives. Elements will include:
  • A digital communications plan to optimize STC’s presence across website, intranet and social media appropriate to the different stages of organizational development.
  • An internal communications plan to ensure employees are well-informed about organizational developments, goals, and achievements and support a positive and informed corporate culture.
  • A crisis communications management plan to effectively manage and mitigate potential reputational risks.
  • Communications support for the TCC project.
- Provide specialist advice to the CEO and Executive on all communications matters impacting STC, identifying opportunities and mitigating reputational issues and risks.
  • Policy framework development
  • Corporate Social Responsibility (CSR)
  • Media and Government relations
Success Factors
- An strategic communications and engagement strategy is developed, well understood and supported by key STC staff and successfully implemented.
- The internal communications plan has a positive impact on employee engagement and performance.
- External communications activity is activated inline with organization growth milestones and successfully supports goals and objectives.
- The STC brand is developed and established to support organizational identity and recognition.
- The stakeholder engagement strategy supports the development of strong relationships aligned with strategic objectives.
- Crisis management experience is highly desirable.
To be successful in this role you must hold:
  • Government Experience required
  • Qualifications Bachelor or Master’s degree in Communications, Public Relations, Journalism, or a related field is required.
