The opportunity:
We are seeking a motivated and dedicated Development Compliance Officer to join our Planning, Building & Development Services team. The successful candidate will be responsible for ensuring compliance with development, environment, building, rural lands, and local laws, while providing exceptional customer service to stakeholders.
Key responsibilities:
Fulfil the accountabilities of this role in accordancewith Council values and as varied from time to time to achieve Councilobjectives and Council Operational and Corporate Plan outcomes. Keyresponsibilities include the following:
Reactive Compliance
- In accordance with applicable legislationand relevant procedures and policies, undertake inspection of premises withinthe region and investigate complaints in relation to Council's town planningscheme, local laws and relevant State legislation.
- Prepare investigation reports and evidencebriefs for breaches of Council's town planning scheme, local laws and relevantState legislation for consideration by the Manager, Planning, Building &Development Services.
- Provide appropriately documented andjustified written advice to the Manager, Planning, Building & DevelopmentServices on enforcement of matters administered by the section.
- Instigation of enforcement processes foroffences as required, including preparation for and attendance at Court.
- Under general direction from the Manager,Planning, Building & Development Services, assess and process applicationsfor permits/approvals.
- Communicate with internal and externalstakeholders to provide information and/or to seek technical advice aboutcompliance matters being dealt with.
- Provide information to stakeholders on theprogress of investigations or work tasks as required.
- Maintain accountability and appropriate useof information systems and maintain vigilance to comply with record keepingrequirements.
- In accordance with the Work Health andSafety Act 2011, take reasonable care for your own health, safety and wellbeingand take reasonable care to protect the health, safety and wellbeing of others.
Proactive Compliance
- Develop and maintain a program of review ofissued development approvals for compliance assessment.
- Review the operations and compliance processesof Council from time to time to ensure that the services delivered meet therelevant standards.
- Actively participates in planning andrecommending possible ways in which allocated tasks and responsibilities can becarried out more effectively and efficiently.
CustomerService and Administrative Functions
- Providehigh quality telephone, written and in person support to internal and externalcustomers on a range of compliance matters.
- Respondto customer requests in accordance with Council's Customer Service Charter.
- Ensure complete and accurate records ofinvestigations and all subsequent correspondenceand business documents are recorded in Council's record management and customerrequest systems (as required).

About you:
To be successful you will need to demonstratethat you meet the below mandatory requirements for the role:
- C(Car) Class Driver Licence
- Certificatequalification in local government compliance, or previous experience in compliance/enforcement.
- Eligiblefor appointment as an authorised person in accordance with Council's functions.
Required Skills and Experience:
Demonstrated skills, knowledge andexperience in a planning, building or compliance/enforcement role.
- Knowledge of and ability to interpret andapply relevant legislation, regulations, codes and standards.
- Knowledge of Powers of Entry andinvestigative procedures. Knowledge of legal processes as they relate toprogression of enforcement matters.
- Demonstrated ability to effectively managetime, plan and set priorities and organise own work to achieve individual anddepartment objectives within agreed timeframes
- Excellent interpersonal skills with theability to establish and maintain positive relationships with internal andexternal stakeholders.
- Commitmentto a team-based approach, with the ability to provide mentorship and support tomembers of the team.
- Well-developedwritten communication skills with the ability to prepare clear and concisedocuments with a high degree of accuracy and provide well considered andinformed recommendations.
- Ability to demonstrate a strong commitmentto Maranoa Regional Council's values and team goals.
- Previous experience working in localgovernment or similar environment will be highly regarded but is not essential.
This role will require reference checks, medical assessment including drug and alcohol screen, driver's licence check and criminal history check.
