The Role
The Commercial Manager is a key member of the Regional Maintenance Centre East (RMC-E) team and, taking guidance from the EL 2 Commercial Director, will lead contracting support for delivery of RMC-E contractual services that contribute to the maintenance of the Royal Australian Navy vessels.
They will:
- Provide commercial, cost and price analysis in support of complex procurement and contract management activities.
- Provide leadership and support in conducting financial analysis to drive value for money, efficiencies and innovation.
- Develop productive working relationships with project leads and customers to develop commercial, costing and pricing strategies, which are fit for purpose, achieve value for money and are consistent with the Commonwealth Procurement Framework and Defence policies.
- Guide and support own team to develop their core skills.
About our Team
RMC-E is playing a leading role in implementing Plan Galileo’s ambitious reform program for surface fleet sustainment. Realising this will ensure Defence can support significant increase to the complex fleet of vessels generated through Continuous Naval Shipbuilding.
Development of sovereign sustainment capability is key, so Defence has the workforce, systems, tools, supply chains and infrastructure to support the future fleet.
The RMC-E team oversees the Regional Maintenance Provider East (RMP-E) contract, whilst working together with the RMP-E team to coordinate and schedule maintenance for Navy vessels and to build resilient local and regional supply chains. RMC-E will contribute to the delivery of continuous sustainment to naval capability resulting from sovereign shipbuilding programs and ensure Navy can respond to changing operational requirements.
The Commercial Management function within the team includes RMP-Contract management that will provide assurance, audit and compliance of contractors and report on performance, opportunity, and risk to Australian national interests.
Our Ideal Candidate
Under broad direction, the successful candidate will be accountable to the EL 2 RMC-E Commercial Director. The EL 1 Contracting Manager will provide effective contracting and commercial expertise, and support and stakeholder engagement to Defence. The role is suited to highly organised, proactive and personable individuals who enjoy working with high-level responsibility in an at times high-tempo environment. The ideal candidate will have experience working in a commercial environment with contractual mechanisms while being open to learning about new processes, which are unique to this organisation.
The ideal candidate will be resilient, capable and resourceful while producing superior work outputs in an effective and efficient manner. The ideal candidate will be comfortable working across technological means where face-to-face interaction is not possible. While a working knowledge within Government, universities or other education or technology-focused organisations is desirable, full training will be given in a supportive environment.

- Defence/Government procurement policies and procedures;
- Contract/Agreement drafting;
- Provision of commercial advice;
- Confident interpersonal skills on phone, online conferencing and email;
- A flexible, diplomatic and personable approach to working with stakeholders across a diverse range of stakeholders;
- Ability to understand, analyse, identify solutions to complex contracts and commercial queries, and identify matters that require escalation to senior team members.
