Organisational doctrine manages, develops and reviews the QFES Doctrine Framework which informs the support and guidance provided on all policy and procedure products for corporate services, disaster management services, FRS, RFS and SES. This includes overseeing the review process, reporting and product development which is achieved by engaging with those responsible for delivering and reviewing their QFES function to support effective service delivery for the community.
Reporting to the Director, Organisational Capability, Doctrine and Lessons Branch, you will be lead and manage a multi-disciplinary team in the planning, design, delivery and review of the QFES doctrine framework, products, programs and other initiatives. You will work closely with internal and external stakeholders to develop doctrine planning tools and manage the doctrine review cycle, ensuring organisational priorities are promoted and actioned and feedback/improvements are captured and built into the system to achieve successful outcomes for all operational and operational support elements of QFES.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and Emergency management programs and services throughout Queensland. - Knowledge and/or experience of policy and/or doctrine frameworks with previous experience working in a policy and/or doctrine environment.
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage the design and implementation of the doctrine framework and governance, including the development, implementation, monitoring, review and improvement of the doctrine lifecycle.
- Enhance doctrine across all capabilities and optimise organisational systems, processes, tools and standards to meet government and departmental requirements.
- Provide high level strategic advice, analysis and direction in relation to organisational requirements and provide recommendation for continuous improvement strategies and initiatives.
- Undertake environmental scanning and risk analysis to inform and guide prioritisation of doctrine creation and review, in partnership with key doctrine stakeholders.
- Build and maintain positive working relationships with internal and external stakeholders to effectively contribute and liaise on difficult and/or complex operational issues.
- Prepare and review complex briefs, reports, submissions, and respond to correspondence and enquiries relating to doctrine, in accordance with departmental requirements.
- Represent QFES on various forums and committees to review, plan and develop doctrine with a view to promoting innovation, service delivery enhancements and positive outcomes.
- Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
