The role
Reporting to the Director, Statistical Analysis and Linkage Unit, your responsibilities include planning and prioritizing linkage initiatives, negotiating legal and governance processes for data sharing, and overseeing the engagement of additional workforce required to plan, develop and operate ICT infrastructure to enable expanded linkage operations. Conducting complex project management activities, you will ensure the accurate and timely implementation and evaluation of data sharing and linkage initiatives, proactively managing timelines, schedules, and budgets while reporting milestones and escalating risks appropriately.
Building and maintaining networks with internal and external stakeholders, including Primary Health Networks, Commonwealth Department of Health and Aged Care, and other health agencies, is crucial for the development, implementation, and evaluation of data linkage initiatives. As an expert advisor, you will provide guidance to Queensland Health stakeholders and project partners, ensuring alignment with legislation, governance processes, and government priorities. Representing Queensland Health at an inter-agency level, you will participate in committees advancing data sharing and linkage initiatives and associated briefs. Additionally, this role will require strong consultation and presentation skills and proven ability in negotiation and influencing in a state and national environment to progress data linkage initiatives and you will coordinate efforts to maintain QH's accreditation as a Data Service Provider and Data User, Your role also involves preparing and reviewing high-level documents, adhering to contemporary human resource management principles, making ethical decisions aligned with organizational goals, and actively contributing to the continuous improvement of Statistical Services Branch activities and processes.
The successful person
To excel in this position, you should possess project management expertise, demonstrating the ability to develop, implement, analyse, and evaluate time-critical, complex system-wide projects. Your success will also depend on strong written and oral communication, consultation, and negotiation skills. This includes the capacity to adeptly prepare and present information on substantial and intricate topics related to data governance and data linkage in briefs, correspondence, and reports. Moreover, you should highlight highly effective interpersonal skills across all levels, demonstrating proficiency in consultation, presentation, negotiation, and influencing within both state and national contexts to advance data linkage initiatives.
Additionally, your success in this role requires collaborative work within a multi-disciplinary environment, engaging key stakeholders. You should possess contemporary, advanced knowledge of health data services, data governance, and data linkage, coupled with an understanding of the healthcare system's intricacies, including the complex relationships between state and federal governments, non-government entities, and the private sector.
