The Opportunity
We are looking for a highly experienced Manager Operations to lead and manage our Operations Team. This role will ensure efficient and effective service delivery and drive continuous improvement initiatives.
In this role you will be responsible for:
- Planning and supervising the Shire’s employees, contractors and other resources to maintain the Shire’s roads, verges, drainage, parks and gardens in Kununurra and Wyndham;
- Managing, monitoring and keeping current multiple contracts in relevant service areas;
- Monthly reporting of expenditure and project delivery;
- Creating annual/seasonal schedules for maintenance works, parks and gardens, and operational works;
- Applying the Austroads Guides in project development and general works with a thorough understanding of IPWEA plant management guides for measuring plant and staff utilisation to provide most efficient provision of services;
- Developing road and maintenance programs based on asset condition reports against all asset groups based on Council considered levels of services.
- Developing, implementing, monitoring and reviewing relevant operational policies and organisational directives to ensure they align within local government legislation, guidelines and best practice;
- Understanding and practicing sound financial management including the preparation of budgets, regular monitoring of expenditure against budgets, implementing rectification strategies and providing explanations for variances;
- Managing, coaching, mentoring, developing and motivating staff within the Operations area to promote a positive team environment that supports team/relationship building, skill development and career progression through the use of effective team communication;
- Effectively managing the Shire’s landfill sites and waste management contracts and ensure compliance of waste management and Shire’s landfill sites with all legislative requirements and waste licence conditions, including future planning and end of life requirements.
A Degree in Civil Engineering or related fields, and current unrestricted WA Drivers Licence, Advanced First Aid, Current Blue/ White card are essential for this role. You will also have knowledge in, and understanding of, asset management planning and development of policy, strategy, processes and procedures. Demonstrated strong leadership and the ability to lead others and to plan, develop, implement and manage the day to day operations.

This role is fulltime with a remuneration package ranging between $160,000 - $180,000 per annum.
