About the role
The Manager of the Planning and Delivery Office holds a crucial role, operating under broad direction to navigate complex tasks and achieve pivotal outcomes for the Agency's cyber project delivery function. Reporting directly to the Director of Cyber Transformation and DevSecOps, this role entails leadership responsibilities for the Planning & Delivery Office (PDO), overseeing Cyber Security activities across Agency projects, and managing initiatives within the Cyber Security Branch.
Situated within the Cyber Transformation and DevSecOps team, the PDO plays a pivotal role in coordinating various cyber initiatives and aligning the Branch's efforts with broader Agency initiatives. The position not only involves leading the PDO team but also focuses on advancing the business capability.
The key responsibilities include spearheading the Planning and Delivery of IT and cyber security engagements within Agency projects, showcasing a commitment to driving excellence in cyber project delivery.
Primary Responsibilities:
- Leadership Development: Provide strong leadership for the growth and enhancement of the PDO team's capabilities within the Cyber Security Branch.
- Strategic Cyber Security Management: Lead the development of comprehensive cyber security strategies and action plans to address evolving threats and challenges.
- Project Delivery Excellence: Take charge of ensuring the timely, quality, and budget-compliant delivery of Cyber Security Roadmap and Branch projects, overseeing resource allocation and utilising effective project management processes and tools.
- Staff Development and Training: Prioritise the training and development of the Planning and Delivery team, ensuring continuous enhancement of skills and expertise.
- Effective Team Management: Manage a team efficiently, either with diverse tasks or larger teams with related skill sets, ensuring high-quality outputs and maintaining specialist, professional, and technical expertise.
- Strategic Project Coordination: Coordinate and lead detailed or sensitive projects that significantly impact the Agency's strategic, political, or operational outcomes, while developing and implementing work plans that provide strategic direction for the work area.
- Financial Management Leadership: Take the lead in preparing budgetary allocations and financial forecasts for the Cyber Transformation and DevSecOps teams, ensuring effective budget management across all daily operations.
- Strategic Oversight and Coordination: Lead Cyber Branch teams to effectively manage all cyber security delivery matters, supporting the Agency's objectives and strategies, while also overseeing the development and implementation of the Cyber Security strategy and identified roadmap initiatives.
- Resource and Vendor Management Excellence: Support Cyber Branch teams and managers with resource Planning and recruitment, while also managing vendor and contract activities, including RFPs, procurement, negotiations, and maintaining oversight of vendor deliveries.
- Formal Project Management Qualifications: Possess recognised project management qualifications to ensure a structured and informed approach to project delivery.
- Cyber Security Delivery Expertise: Demonstrate over 5 years of technical project or portfolio management with a focus on delivering cyber assurance activities, adhering to best practices and Australian Government security standards.
- Adherence to Security Best Practices: Proven track record of delivering security projects in accordance with cyber security best practices, including compliance with the Information Security Manual (ISM), Essential 8, and Protective Security Policy Framework (PSPF).
- Organizational and Leadership Skills: Exhibit excellent negotiation skills and well-developed organisational capabilities, showcasing the ability to prioritize workloads, lead teams, and work autonomously in a dynamic environment.
