Job description

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. 


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service (FRS), disaster management services, the Rural Fire Service, and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. 

The Community Engagement Unit sets and drives the strategic direction for Community Engagement and education in QFES. The team is responsible for providing strategy, policies, and resources to ensure a contemporary and consistent approach to Community Engagement and education. They work in conjunction with other teams across the department and external stakeholders to ensure Queensland communities are engaged in a meaningful way about fire safety, and other matters relevant to QFES through designing and facilitating education and training programs to educate and build community capability to prevent, prepare for, respond to, and recover from emergency events.  


Reporting to the Executive Manager, Community Engagement you will The Manager plays a pivotal role within QFES providing a link between state and regions and leading the Regional Community Engagement Coordinators (RCECs). You will be responsible for the management and supervision of geographically dispersed RCEC staff, who contribute to the resilience of local communities and agencies through coordination of proactive and responsive engagement strategies and evaluation of relevant programs. Your role will involve workload distribution, workload analysis, escalation point, functional support and people management to support a range of program initiatives and activities across the state.

Highly desirable requirements

  • Experience and/or understanding of working with volunteer groups and partner agencies, and managing strategic direction within a complex and challenging environment. 
  • Experience in portfolio, program, change and/or project management. 
  • Functional experience in Community Engagement methodologies and practice, such as IAP2. 
  • Minimum C Class Driver’s Licence (non-restricted).

Your part in our vision and success of the department will see you lead by example, and model QFES values and behaviour’s in delivering the responsibilities of your role, will include, but is not limited to:

  • Lead and manage the design, development and implementation of best practice Community Engagement approaches, frameworks and guidelines based on a service delivery model of current and contemporary outcomes.
  • Provide high-level advice to key stakeholders relating to Community Engagement and education programs and campaigns to support place-based delivery within the region, and ensure approaches are aligned with state and regional priorities.
  • Identify, analyse and resolve complex issues using agile principles and initiate ongoing improvement strategies and service delivery functions to meet organisational objectives.
  • Build and maintain effective working relationships with key internal and external stakeholders to contribute to ongoing improvement initiatives to enhance community resilience and engagement programs.
  • Represent the collective of RCECs and regional and local perspectives at the state level of collaboration (meetings, forums, workshops) to ensure messaging is consistent, targeted and appropriate to achieve positive outcomes.
  • Prepare high-level departmental reports, submissions, budgets and other correspondence on a range of complex and confidential issues relating to Community Engagement, in accordance with departmental requirements and governance.
  • Manage and oversee the functions of regional based RCECS, fostering positive teamwork and building capability through coaching others, providing performance feedback, conflict resolution and encouraging career development.
