- Participant Assessment and Monitoring
The Compliance Branch provides specialist services in investigations, enforcement, targeted outreach and education, audit, intelligence and analytics and participant assessment. The Compliance Branch works closely with all areas of the agency, but predominantly the scheme operations teams, our internal lawyers and our internal fraud team. Timely and effective progressing of matters is essential and KPIs and governance arrangements are in place to support this.
The Branch comprises of four sections and specific work includes:
- Compliance and Enforcement Section – undertaking proactive and reactive compliance activities including investigations and developing and delivering compliance and engagement programs to prevent, detect and address serious non-compliance across schemes administrated by the agency.
- Intelligence and Assessment Section – providing a centralised intelligence function that produces tactical, operational and strategic insights to support business areas and undertaking a preliminary assessment triage function for all referrals received by the Branch.
- Participant Assessment and Monitoring Section – ensuring that those applying to participate in the schemes administered by the agency meet competency and capability benchmarks, maintaining an ongoing participant monitoring function and coordinating engagement and collaboration with other regulators.
- Compliance Strategy and Assurance Section – driving the engagement on strategic compliance policy initiatives, reporting on compliance effectiveness and providing a centralised scheme audit and assurance function.
The Participant Assessment and Monitoring Section performs and delivers the following functions:
- Providing participant identification and assessment of fit and proper person status services on behalf of the Agency.
- Maintaining an ongoing participant monitoring function, including:
- Undertaking re-assessments to consider whether a participant is fit and proper.
- Management of participant and project alerts, Small-scale Renewable Energy Scheme (SRES) Smart and the intelligence monitoring function.
- Due diligence assessments.
- Coordinating engagement and collaboration with other regulators.
APS Level 3 – Regulatory Support Officer
- Working under general direction, the APS Level 3 Regulatory Support Officer will undertake routine tasks in relation to applications for entry to Clean Energy Regulator administered schemes: the Australian National Registry of Emissions Units (ANREU) and/or the Renewable Energy Target (RET).
- Assessment of identity documentation.
- Undertake research tasks to inform an assessment of whether a participant is fit and proper.
- Provide advice and education to stakeholders on routine administrative and operational matters.
- Understand and apply relevant legislation, policies and procedures.
- Contribute to the maintenance of templates and standard operating procedures.
- Records management tasks.
- Additional duties as directed.
- Working under general direction, the APS Level 4 Regulatory Officer will undertake tasks of moderate complexity and assess applications for entry to Clean Energy Regulator administered schemes: the Australian National Registry of Emissions Units (ANREU) and/or the Renewable Energy Target (RET).
- Assessment of identity documentation.
- Undertake research tasks to inform an assessment of whether a participant is fit and proper.
- Provide advice and education to stakeholders on routine administrative and operational matters.
- Interpret and apply relevant legislation, policies and procedures.
- Contribute to the maintenance of templates and standard operating procedures.
- Records management tasks.
- Additional duties as directed.
Qualifications/experience
- Experience in using (or the ability to acquire the relevant skills) in MS Word, MS Excel and agency systems are essential.
- Good organisation and administration skills and the ability to manage competing priorities are highly desirable.
- High level of attention to detail, analytical/critical thinking skills and ability to exercise good judgement are highly desirable.
- Regulatory experience will be highly regarded.
