The Specialist Procurement Branch (SPB) will support business in developing and delivering specialist technical capability, which is generally greater than $50m, and has the potential to impact on the Department and Australian Border Force strategic objectives. The Branch sits within the Procurement, Property and Contracts Division in the Chief Operating Officer (COO) Group. The role supports the Director to team comprised of APS technical and business Procurement Officers and contracted service providers to undertake High-Risk High-Value procurement processes.Description
- Lead implementation of relevant corporate planning processes, finance management, performance management, reporting systems and business analytics processes to track corporate performance across the division.
- Create strong working relationships with other business areas and liaise with them on corporate planning matters as appropriate. This includes working relationships with and providing a high level of service to:
- members of the Senior Executive
- the Offices of the Minister's for Home Affairs
- staff at all levels across the department
- senior officers in external agencies and organisation
- Develop branch documentation for Senate and Budget Estimates.
- Conduct and manage progression of complex procurement processes that comply with the departmental policies and procedures, the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013.Manage the development of in depth procurement strategies in consultation with business partners in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required.
- Establish governance arrangements including project time lines, risk and contingency plans; performance and quality management.
- Manage service delivery transition to business arrangements as required.
- Build and manage relationships with key stakeholders taking into account the need for probity and ethical behaviour. Support the Director in critical negotiations, achieving effective solutions in challenging relationships, ambiguous and conflicting positions.
- Manage contracted service providers and technical experts as required.
- Develop team capability by providing on the job training, mentoring, coaching and supporting ongoing professional development to build competence in increasingly complex procurement management activities.
- Manage the section's budget in accordance with departmental policy and relevant procedures such as the Accountable Authority Instructions (AAIs) and financial delegations.
- Superior written and oral communication skills.
- Strong coordination, liaison and influencing skills.
- Procurement experience for significant procurement tenders.
- Superior understanding of the Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act 2013 (PGPA Act).
- Contract management experience.
- Strong communication, high-level writing, engagement and stakeholder management skills.

- Minimum mandatory requirement of Cert IV in Government (Procurement and Contracting).
- Subject matter expertise within aviation related environments or the ability to acquire this expertise is highly desirable. This may include:
- aircraft performance
- airborne surveillance sensor performance such as search radar, electro optical devices

- surveillance system integration
- aeronautical and system engineering
- Business skillset or the ability to acquire business skillset.
