As a Senior Property Project Officer, you will play a critical role in supporting the Project Inception Section and will have proficiency in the property sphere including complex procurement, project and design management and administration of contracts within the PGPA framework.
To be successful in this role you'll be highly experienced in property management and/or project delivery and be confidently capable of formulating business cases, developing project programs and contracts, and undertaking complex property-related procurements. You will manage multifaceted professional teams including design and engineering consultants to ensure projects progress in a timely manner. You will mentor and develop junior officers and coordinate their professional development.
You will have practitioner level property related experience in property management or project delivery - preferably with related industry qualifications.

The key duties of the position include
The successful candidate will undertake the following tasks with a high degree of autonomy, to support the Director in the following Property Project inception activities:
Strategic project planning and project inception
- prioritise, develop, plan property renewal programs and project inception activities for major and medium capital works of varying degrees of complexity and sensitivity across the department's real estate portfolio, including:
- initiate projects by developing project briefs that define scope and deliverables, analysis of options, determining milestones, deliverables, risks and facilitate the development of cost estimates and setting budgets.
- manage inputs from relevant areas and stakeholders and engage requisite service providers to develop fully costed business cases (for Departmental Executive approval) and New Policy Proposals (NPPs) for government approval.
- manage feasibility studies, including functional design briefs and design management, technical and works specifications, user -requirements, financial analysis and modelling, real estate market analysis and technical, financial, and legal due diligence studies for both the owned and leased overseas estate.
- develop project briefs to progress concept design and master planning activities to inform project inception.
- lead and support the development of risk management procedures in accordance with departmental and legal requirements.
- liaise and collaborate with key internal and external stakeholders to keep abreast of property management issues and technical challenges.
- identify ways to improve the department's approach to overseas estate planning and property management including:
- investigate opportunities for savings and efficiencies in the overseas estate.
- lead and support the development of options to identify, select and drive the implementation of chancery relocations in response to the government and property priorities.
- ensure that team outcomes and business needs are met throughout the provision of strategic property management and project inception services.
- represent, advocate and negotiate on behalf of the work area at workshops, meetings, committees, seminars and conferences as required.
- support senior staff in setting strategic direction and managing competing priorities in line with the goals and objectives of the department.
- Actively build, maintain and facilitate engagement with a wide network of stakeholders (both internal and external).
Project Management
- analyse and review strategic infrastructure requirements and processes of varying degrees of complexity and sensitivity to ensure technical and operational needs are met including the development of strategic and alternate delivery methodologies (in consultation with the Project Management Branch (PPB)) to realise efficiencies and savings in a practical and repeatable manner.
- in support of departmental and OPO priorities Lead and manage project inception/feasibility activities for future capital Property Projects anticipated to be delivered in an overseas environment.
- manage consultant contracts and service providers to ensure that project inception and technical input services provided are completed on budget, on time and within set parameters.
- identify, anticipate and prioritise property management and technical issues based on their alignment to government objectives and departmental priorities, their impact on relevant stakeholders (internal and external) and their compliance to relevant legislation, regulations, policies and processes.
Supervise, coordinate and oversee:
- junior officers as they provide strategic property and project inception services.
- the development and performance of junior staff including sharing knowledge, identification of their training needs, mentoring, provision of regular performance feedback and completion of annual performance appraisals (where appropriate).
